VTA seeks proposals (each, a "Proposal") from qualified firms (each, a "Proposer") to provide the engineering services ("Services") for the Plans, Specifications, & Estimates ("PS&E") for VTA's Guadalupe Second Entrance - Feasibility Study and Design Project ("Project"). As light rail transit grows in importance as the main feeder service to BART and to serve events at Levi's Stadium, it is increasingly crucial to ensure reliability of the system. Currently, there is a single path for LRV access between the Guadalupe Division and North First Street. Access is provided via a dual-track lead located in the median of Younger Avenue between North First Street and North San Pedro Street. The lead tracks intersect with the mainline LRT tracks at the intersection of North First Street and Younger Avenue in a half-grand union configuration. With the current configuration, an emergency, incident, or maintenance activities impacting the track alignment on Younger Avenue could shut down LRV access to the maintenance facility and severely impact VTA's ability to provide light rail service during the duration of the incident due to the single point of failure. The Project scope includes assessing the feasibility of one of the four options (VTA Guadalupe Yard Access Study Alternative 4) that were previously identified and producing Preliminary Track Alignment Drawings for Alternative 4 to provide secondary access from the North First Street mainline into the Guadalupe Division, resolving the current single point of failure that can impact LRT operations.
