Interpretations or clarification considered necessary by the Engineer in response to such questions will be issued by addenda to the ECUA website to all parties registered to receive documents about this bid via the website. Questions received less than seven (7) calendar days prior to the date for the opening of bids will not be answered. Only questions answered by addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
