Site work and paving for a mixed-use development in Lockport, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Description of Work. The project consists of but is not limited to hot mix asphalt widening, mill and resurfacing roadway, partial storm sewer replacement, curb and gutter construction, P.C.C. sidewalk removal and reconstruction at specified locations, drainage/utility adjustments, fence removal and reconstruction, pavement marking, and landscape restoration along Old 9th Street from Daviess Ave. to Ames St., near BNSF railroad crossing and Daviess Ave. from Old 9th St. to W. 8th St. within the City of Lockport. 3. Information for Bidders. Contractor(s) shall not less than the prevailing rate of wages as found by the City or the Department of Labor, or as determined by the Court on Review, shall be paid to all laborers, workmen, and mechanics performing work as indicated in the special provisions to the specifications. If at the time the Agreement for this Project is executed, or if during the term of the Agreement, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570/0.01 et seq., as two consecutive months of unemployment exceeding 5%, the Bidder agrees to employ Illinois laborers in accordance with the "Employment of Illinois Workers on Public Works Act". An "Illinois laborer" is defined as any person who has resided in Illinois for at least thirty (30) days and intends to become or remain an Illinois resident. The City of Lockport is exempt from the Illinois State, municipal or county Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes. 4. All Bids must be accompanied by a Bidder's bond, certified check, bank cashier's check or bank draft payable to the City of Lockport for five percent (5%) of the total amount of the Bid as provided in the Bidder Instructions. 5. Rejection of Bids. The City Council reserves the right to reject any or all Bids and to waive technicalities. Unless the Bids are rejected for good cause, award of contract shall be made to the lowest responsible and responsive Bidder.
