Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Siemens Industry Inc., 1745 Corporate Dr., Suite 240, Norcross GA.30093, as they are the sole source for this type of service pursuant to the authority of 41 U.S.C. 253(c)(l) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency requirements. The award will be for re-programing our current Desigo Software CC BAS system such that the following will be corrected: As currently programmed, the supply air to the inner rooms of the 3AG suites remain open during power failure events which is likely causing positive pressure events. The sequences of operation need to be reprogrammed to mitigate these events. Siemens is the only source for satisfying this requirement as they are the only qualified and authorized source to make any modifications or changes to the existing Desigo control system. The Government intends to award a firm fixed price contract on or about February 02, 2023, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. As the determination not to compete this proposed contract is solely within the discretion of the Government, the Government has determined under the circumstances, it is in the best interest of the Government not to conduct competitive procurement.
