Site work and new construction of a municipal facility in Frankfort, Kentucky. Conceptual plans call for the construction of a municipal facility; and for site work for a municipal facility.

The AOC issues this solicitation with the intent of entering into a personal services contract for design professional services to prepare a Project Program Document and Phase A Schematic Design Documents for a court facility located at 1003 Vandalay Drive, Frankfort, Kentucky. The Project Program Document must be completed on or before March 24, 2023. Phase A Schematic Design Documents must be completed, including a construction cost estimate, prior to November 1, 2023. The selected Design Professional will prepare Phase B Design Development Documents, Phase C Construction Documents, and provide Phase D design administration services upon receiving written authorization from the AOC to move forward with each Phase. Phases B, C, and D of this project are contingent upon authorization of the project by the General Assembly. 1.02 Minimum Requirements The selected Offeror is responsible for demonstrating and verifying that it meets all the following minimum requirements: A. Design Professional Qualifications: The lead architect(s) and engineer(s) assigned to work on the Project must be licensed to practice architecture or engineering or both within the Commonwealth of Kentucky. B. Licenses and Authorizations: The Design Professional must maintain all necessary licenses, permits and other authorizations necessary to act as Design Professional for the Project until the Design Professional duties have been fully satisfied. C. Insurance: The Design Professional must maintain the following insurance coverage: 1. Professional Liability Insurance in the amount of $2 million per occurrence, $2 million aggregate; 2. General Liability Insurance in the amount of $2 million per occurrence, $5 million aggregate; 3. Worker's Compensation insurance as required by statute; and 4. Employer's Liability Insurance in the amount of $1 million.
