The County of Sonoma is pleased to invite you to respond to this RFP is to solicit competitive sealed proposals from qualified firms, businesses, or individuals to provide Disaster Debris Removal and Disposal Services to assist the COUNTY in times of Disaster or other Debris generating events. The County of Sonoma has made solid waste flow commitments to Republic Services, which operates the Central Disposal Site, a Subtitle D Class III landfill in Petaluma, CA. Thus, under most circumstances, the County will direct non-recyclable material to be disposed of at the Central Disposal Site. However, one objective of this RFP is to ensure that auxiliary facilities are available if Republic Services cannot accept or process debris for any reason. As such, the County seeks to obtain competitive proposals for Disposal for Class 1, 2 and 3 waste streams at multiple facilities. This work will be coordinated and contracted through task orders issued by either Sonoma County Public Infrastructure (SCPI), previously known as County of Sonoma Department of Transportation and Public Works (DTPW), or Sonoma County Environmental Health (SCEH). Generated task orders will be based on the needs of the two Departments along with the Disaster Debris and Removal Monitoring Consultants. It is desirable to have companies who can meet the accelerated debris removal timeframes outlined by FEMA in the Sandy Recovery Improvement Act. Effective January 1, 2023, the living wage rate required under the LWO shall be $17.25 per hour, an increase over the previous $16.75 per hour. The adjustment was adopted by the County's Board of Supervisors on December 6,2022, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
