Reference Number: AB-2023-00642 The Town of Stony Plain is seeking proposals from qualified firms for consulting services over a three-year period (2023-2025) for the Town's Bridge Maintenance Program subject to Council's annual budget allocation. These services include conducting annual bridge inspections, completing detailed design for repair and maintenance items, and providing construction management services for such repair and maintenance items. The Town's Bridge inventory consists of 18 pedestrian bridges and 17 bridge culverts. Each bridges inspection schedule and current list of defects can be found in the attached 2022 Bridge Summary Report. Performed inspections shall follow Alberta Transportation's Bridge Inspection and Maintenance (BIM) criteria. Information collected during the inspection process will be uploaded to the Transportation Information Management System (TIMS) by the successful proponent. The Town will not consider proposals that are not based on the BIM/TIMS format and criteria. The consultant will report directly to the Infrastructure Project Engineer as a trusted advisor and will also provide, on an as needed basis, support for any engineering related inquiries requested by the Town. This may include but is not limited to, assistance in the planning of bridge replacements that arise due to inspection results, and budget planning. It is anticipated that the resulting contract will be awarded on or about Friday March 10, 2023. The Contract shall take effect upon final negotiation of the agreement (the "Effective Date") and shall be in effect until the completion of the stated 2023 deliverables during the 2023 construction season but not beyond November 1 st , 2023 (the "Expiry Date"), with an option in favour of the Town to extend the term for an additional period of two (2) years on the same terms and conditions, and upon council approval of budget, for an additional two terms to the completion of the 2024 and 2025 deliverables no later than November 1 st for the respective year unless it is terminated earlier in accordance with the terms of the Contract or otherwise by operation of law. Pre-Bid Inspection or Pre-Bid Meeting N/A Unless otherwise indicated, and subject to applicable exceptions and exclusions, this solicitation is covered by Chapter 5 of the Canadian Free Trade Agreement, and, where the contract value meets or exceeds applicable contract value thresholds, by the Chapter 19 of the Comprehensive Economic and Trade Agreement.
