Question Submission Deadline January 22, 2024, 2:00pm NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN that Mt. San Antonio College of Los Angeles County, California, acting through its Governing Board of Trustees, hereinafter referred to as "District", shall receive electronic bids for the award of a contract for the Bldg. 16F Site Development & Tenant Improvement (Bid No. 2023-IFB-008). Lic. Class B, Prequalification. Contractors wishing to bid as a prime contractor for this project must be pre-qualified by the District 24 hours prior to the bid closing. Pre-qualification forms are available in OpenGov or by visiting the purchasing website at www.mtsac.edu/purchasing . Contractors must submit their completed pre-qualification packages and all required documentation to purconstruction@mtsac.edu on or before February 10, 2023. RFI s. Pre-bid RFI s are due in OpenGov under the Q&A tab by 2:00pm on February 15, 2023. Bids shall be valid for ninety (90) days after the bid deadline. Bids must be accompanied by cash, a certified or cashier's check, or a bid bond in favor of the Owner in an amount not less than ten percent (10%) of the submitted total bid price. The successful bidder will be required to furnish a performance bond and a payment bond, each in the amount of one hundred percent (100%) of the total bid price in the manner described in the Owner Documents. Bidders shall comply with California Public Contract Code Section 4108 with respect to subcontractor bond requirements. Community Workforce Agreement. The Project and the Work is subject to the Community Workforce Agreement ( CWA ) currently in place between the District and the Los Angeles/Orange Counties Building and Trades Department. The CWA and CWA Letter of Assent are incorporated into the Contract Documents in the Supplemental Conditions, Attachments A and B. Each Bidder must submit the completed and executed CWA Letter of Assent concurrently with submitting its Bid Proposal. All subcontractors must complete and execute the CWA Letter of Assent as a condition to performing any Work on the Project. Failure of any Bidders to submit the completed Letter of Assent form with its Bid Proposal will result in rejection of the Bidder s Bid Proposal for non-responsiveness. DIR Registration. Each Bidder submitting a proposal to complete the work, labor, materials, and/or services ( Work ) subject to this procurement must be registered with the Department of Industrial Relations pursuant to Labor Code 1725.5. A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed not qualified and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code 1725.5, all Subcontractors identified in a Bidder s Subcontractors List shall also be DIR Registered Contractors. Wages. This project requires that the Contractor and any subcontractor(s) shall pay not less than the prevailing rates of wages to all workers employed by them in the execution of the contract. Copies of schedules of rates so determined are on file in the Purchasing Office and are available to any interested party upon request. Pursuant to Labor Code 1771.4(a)(4), Prevailing Wage Rate monitoring and enforcement shall be by the Department of Industrial Relations. In accordance with provisions of Public Contract Code Section 223000, substitution of eligible and equivalent securities for any monies withheld to ensure performance under this contract will be permitted at the request and expense of the Contractor. The District reserves the right: (1) to accept or reject any and all bids, (2) to waive any irregularities in the bids or bidding, (3) to be sole judge as to the merit, quality, and acceptability of materials proposed and their compliance to the specifications which in their opinion will best serve the interest of the District. This project is a combination site development and Tenant Improvement project on a new modular building. The utilities have been brought to the site by another project. The concrete foundation and the modular facility (3,800 sf) will be provided by Silver Creek. The contractor scope includes: site utility connection to building for water, sewer, storm drain, IT /AV, electrical ; wiring for electrical, data, and AV with face plates; minor drywall work; tape and paint all walls; install HVAC units, ductwork, lights and T-bar ceiling; wire floor boxes for power, data. Plumbing for restrooms and sinks (fixtures provided). Landscaping, irrigation, site furniture, and trash cans to be in the scope. The Interior furniture will be by owner. All wiring to be tested for IT, AV and electrical per specs. Mt SAC team will install computers and AV equipment, except projection screen in the meeting room, which is contractor scope. All systems must be tested and user ready on the end date for school use. Recommendation for Award Date March 13, 2024 Engineer's Base Bid Estimate: $960,000.00
