The following is a Sources Sought Notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330, Engineering Services which has a small business size standard of $15,000,000.00. This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. No proposals are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The U.S. Army Corps of Engineers, Kansas City District seeks qualified Architect-Engineering (A-E) firms interested and capable of providing support of Value Engineering (VE) Services to the Kansas City District and may be used for any US Army Corps of Engineers (USACE) Northwestern District (NWD). The services performed under this contract and individual task orders may be formal VE studies and/or VE studies/reviews, including presentations. The Government is contemplating an unrestricted A-E Single Award Indefinite Delivery Contract. The estimated magnitude of this Single Award Task Order Contract (SATOC) is $7M. It is anticipated that this Synopsis will be published in the System for Award Management (SAM) in the spring of 2023. Task Orders issued under this SATOC will support Value Engineering services for various Military, Environmental Restoration, and Civil Works projects within the U.S. Army Corps of Engineers Kansas City District and the Northwestern Division boundaries. The services performed under this contract and individual task orders may be formal VE studies and/or VE studies/reviews, including presentations. Each SF 330 must indicate capability to initiate task orders within two (2) weeks of the notice to proceed (NTP) and perform simultaneous workshops in two (2) different nationwide locations during one (1) week's timeframe. Also, offerors must demonstrate the ability to accomplish two (2) consecutive weekly workshops for a sustained period of time. Tasks may include using the following; Performing traditional Value Engineering studies for design/bid/build projects that include study of project features and design systems to arrive at recommended alternatives following the Six Phase Job Plan as recognized by the Society of American Value Engineers (SAVE) International. Performing Value Engineering studies of design-build projects that include study of project requirements and specifications to arrive at recommended alternatives following the Six Phase Job Plan as recognized by the Society of American Value Engineers (SAVE) International. Performing value-based program/project design and planning charrettes leading value-based review of requests for proposals and/or plans & specifications Preparing risk determinations and mitigation plans for program and/or projects; Members of the team must be knowledgeable in VE methodology, and the team facilitators must be Certified Value Specialists (CVS) currently certified by SAVE International. Additionally, Cost Estimating services may be performed under this contract and will be so designated in each task order. Offerors must have the capability to provide cost advice, and complete cost estimates utilizing latest version of Micro-Computer Aided Cost Estimating System Second Generation (MII) estimating program in accordance with set design schedules identified in individual scopes of work for each task order. Typical services would include preliminary, pre-final, and final cost estimates for Corps of Engineers projects. Projects and programs requiring VE services may include military facilities and campuses, complex navigation and flood protection, environmental restoration projects, headquarters-level program assessments and evaluations of agency-wide engineering business procedures. Projects may also be designed using metric units; therefore, team members must have knowledge and experience in metric design units. The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition and is considering various acquisition strategies to deliver this project and requests input from industry. The following information is requested in this Sources Sought (SS) announcement with a limit of five (5) pages for your response: Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include Unique Unique Entity ID (UEI) and CAGE code. Firm's interest in providing a SF330 on the pending synopsis once issued. Experience for Value Engineering services: Provide evidence of capabilities to perform Value Engineering studies involving new construction, repair, or renovation, and/or design-build for Military, Environmental Restoration, and Civil Works projects for the federal government, or similar projects within the private sector. Provide three recent relevant/comparable projects (not more than 10 years old). Include the project name; dollar value of the project; description of the key/salient features of the project and those that demonstrate similarity to the work required under this SATOC; identify the contracting office & the customer/user (include POC information); and identify/discuss the acquisition method (e.g., sealed bid, best value), contract type (e.g., Firm Fixed Price, Fixed Price Incentive Successive Targets), and delivery method (e.g., Design-Bid-Build, Design-Build, etc.). Knowledge of the local conditions within the states of Kansas and Missouri specifically regarding: (1) climatic conditions (key disciplines: architect, mechanical) (2) local construction methods, including geotechnical (key disciplines: civil, structural) (3) local construction climate/market impact on cost estimating (estimator) 5. Identify if, based upon the scope of this project, you would form a joint venture to execute this work. Provide Joint Venture information, if applicable, including UEI number and CAGE code.
