Background: The County of Volusia maintains an 800 MHz simulcast radio system composed of thirteen (13) tower sites, which are connected by a six (6) GHz microwave system. The tower system includes Trango brand microwave radios, Alcatel brand microwave radios, site security cameras, and various UHF and VHF antennae. Six of the tower sites are managed by Crown Castle and owned by AT&T (New Smyrna Beach, EVAC - Holly Hill, Ormond, EOC-B, Pierson, and Port Orange). The County owns four sites (Edgewater, Deltona, EOC-A, Orange City), and leases space on three other sites (FDOT, DeBary, & DeLeon Springs sites). The DeLeon Springs site is managed by American Tower. Address and height specifications for most sites are found in Attachment B. The Contractor may be asked to provide communications tower maintenance, repair, and support services at additional County owner or leased tower sites in the future as the requirement arises, and therefore not identified in this bid. The County is in the process of upgrading its Public Safety Radio system to P25 Phase 2 and may add towers during the duration of that project. Tower construction for these new sites is not included as part of this solicitation. The County will provide available background, as-built drawings and structural analysis documentation, to the awarded contractor(s) when appropriate. The County has structural analysis documentation for County-owned towers and for the FDOT tower. There are safety climbs on all of the towers used in the 800 MHz public safety radio system. Most towers are in the 300 feet range with the highest being 320 feet. The purpose of this Invitation to Bid (ITB) is to solicit competitive sealed Bids to furnish Communications Tower Maintenance, Repair, and Support Services for the County of Volusia, Florida.
