The Portland Village School (the "Owner" or the "School") is requesting proposals for Construction Manager/General Contractor Services ("CM/GC Services") related to a renovation project in Portland, Oregon ("Project"). The Owner desires to add a CM/GC Contractor ("CM/GC Contractor") to the Project Team. The School Board of Directors (the "Local Contracting Review Board" or the "Board"), has drafted findings to exempt this procurement (the "Exemption Findings") from the competitive bidding requirement for a public improvement contract under the authority of ORS 279C.335. The Board will be holding a public hearing on the date and time listed in the RFP Schedule to take public comment on and approve the use of the alternative competitive method for procuring CM/GC Services for the reasons outlined in the Exemption Findings, pursuant to OAR 279C.337 and in accordance with OAR 137-049-0690. The Project Budget - The Project funding will be from the School's general fund, borrowing or a combination of existing funds and borrowing. The Contract Sum for the Project is presently estimated to be $1.5 million All questions and requests for clarification or proposed changes to the RFP should be submitted to the Single Point of Contact, in writing, as soon as possible, but no later than 5:00 p.m. on February 15, 2023. The Board reserves the right, at any time, but no later than February 17, 2023, to make changes, clarifications or corrections to this RFP by the issuance of an Addenda.
