As of September 21, 2023, per owner, the project bid was well over expectations and it will rebid next month, October 2023. The City of Young Harris (Owner) is seeking Statements of Qualifications (SOQs) from firms interested in providing Engineering Services for water, sewer and/or other public infrastructure projects. This Request for Qualifications (RFQ) is issued to identify the most qualified potential providers of the above- mentioned services. One or more firms that respond to this RFQ and who are determined by the Owner to be especially qualified, may be deemed eligible and may be invited to discuss and negotiate for these services. All respondents to this RFQ are subject to instructions communicated in this document and additional terms and conditions listed in the Owners RFQ, and are cautioned to completely review the entire RFQ and follow instructions carefully. The Owner reserves the right to reject any or all SOQs and to waive technicalities and informalities at the discretion of the Owner. Restriction of Communication: From the issue date of this RFQ until a successful SOQ is selected and announced, submitting firms are not allowed to communicate for any reason with any members of the Selection Committee, or agents or employees of the Owner, except for submission of questions as instructed in the RFQ, or as provided by any existing work agreement(s). For violation of this provision, the Owner reserves the right to reject the SOQ of the offending firm. Questions may be directed to the Mayor at the physical and/or email address listed below. Questions will be answered via addenda only. The deadline for submitting questions is Friday, February 24th at 5pm. The Owner reserves the right to reject any and all SOQs, as well as to waive technicalities and informalities. It is the policy of the City of Young Harris, Georgia that small businesses, female-owned businesses and minority businesses have a fair and equal opportunity to participate in these opportunities. Contractors and subcontractors who utilize qualified minority subcontractors may qualify for a state income tax credit for qualified payments made to minority subcontractors. See O.C.G.A. 48-7-38. The method of contractor selection has not been determined at this time.
