Scope of Work and Deliverables The intent of this section is to identify project specific requirements and deliverable services that will be incorporated into the overall contract for consultant design services. In general, at each phase of the design process, the Consultant will provide for review and acceptance adequate written information as to size, scope, cost and nature of all proposed work. The project includes complete programming, design, site preparation, and construction support of the maintenance facility. The selected Consultant will be responsible for planning and programming coordination with the County for site development, schematic design, design development, construction documents, construction bidding, construction observation and administration, and construction punch list and closeout. 2.1. The Washington County Public Works Department is seeking services for the design and construction of a new maintenance facility and possible renovations to an existing maintenance facility for our County's parks and community corrections divisions. The new maintenance facility will be located at the Lake Elmo Park Reserve in Lake Elmo, MN. Washington County (hereinafter referred to as the COUNTY) makes this Request for Proposals (hereinafter referred to as RFP) in order to obtain Proposals for Architect and Engineering (A/E) services (Hereinafter referred to as the CONSULTANT) that will be used to select a Consultant for the Project. The Project is generally described in the "Scope of Services" contained within this RFP. Washington County parks services over 4,500 acres of park land, of which 2,180 acres are located within Lake Elmo Park Reserve. Our maintenance crews maintain all the park land throughout all seasons. This includes but is not limited mowing, plowing, grooming, day-to-day maintenance, turf seeding/ weeding, sign replacement and helping with guest servicing. The current parks maintenance facility located at the Lake Elmo Park Reserve is inadequate in sizing, functionality, and accessibility. Access to the site and parking are both undersized and underutilized. Sentence-to-Service (STS) is a jail alternative program, designed to repay the community for harm incurred by an offender. STS avoids costly incarceration by providing work projects that are of benefit to the citizens of Washington County, improving the condition of its resources and improving competency levels for offenders through completion of meaningful work experiences. Under the direction of STS crew leaders, work projects are completed for public, non-profit, and government agencies. Examples of work projects include: o Landscaping and tree removal for county parks o Cutting grass and shoveling snow for elderly/disabled individuals o Trail and prairie restoration for state parks in Washington County o Recycling for county buildings o Natural disaster relief o Painting o Clean-up and general maintenance Both parks and STS have equipment currently stored outside and exposed to all weather conditions, thus reducing the utility and lifespan of the equipment.
