Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Each proposal must be accompanied by a certified check, bank cashier's check, trust company treasurer's check or bid bond (in the required form) for ten percent (10%) of the bid total. The project is located along Cumberland Street between 4th and 12th Streets, S. Liberty Street between Cumberland and Walton Streets, and Walton Street between Liberty and S. 7th Streets. The scope of work includes, but is not limited to, demolition of existing curb, sidewalk and other streetscape features; construction of new curb, sidewalk, curb ramps, pavement restoration, landscaping, crosswalk bump-outs, drainage facilities, street lighting, accessory lighting and electrical systems, pavement markings, and other associated work as more fully described on the Construction Drawings. Bids will be accepted only from contractors who possess a current PennDOT prequalification certificate (prime or sub). In those cases when either the bidder does not have adequate current prequalification capacity rating, or the types of work on which the contractor has been classified and eligible to bid by PennDOT do not constitute over 50% of the total bid price (not including special provision items), the bid may be excluded and rejected. Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project. The City of Lebanon hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
