On Call These on-call contracts are to provide for as-needed roadway design services for routine non-complex preservation and structure replacement projects similar in character to the following: Small Structure Replacement, Small Structure Pipe-Lining, Road Resurface, Sight Distance Correction, Intersection Improvement. The maximum project assignment amount is $600,000. $500,000 of the total contract amount will be withheld for assignment amendments. INDOT intends to select approximately 35 firms for contracts, but the actual number will be determined at the time of selection in consideration of the number of responses and scoring. Selection for one of these pool contracts will not preclude a firm from selection for any other contract on this RFP. The lead firm for the contract must self-perform all of the road design and hydraulics services, but may also self-perform or, with approval, may subcontract other preliminary engineering services required to deliver a project for construction letting so long as all services are performed by consultants prequalified to perform the services. Submitting firms shall not identify any planned subconsultants as part of responses to this RFP item. Firms planning to submit an LOI for this item or desiring to perform subcontracting services for these contracts should submit proposed billing rate proposals with their annual prequalification financial package to improve the efficiency of contracting for these contracts. The DBE goals for these contracts will be applied on an assignment-by-assignment basis. All assignments with subcontracting opportunities will have a 3% DBE goal. The maximum number of pages for the Letter of Interest (LOI) for this item is 6 pages. The LOIs for this item shall include qualifications of project managers and key staff who would be proposed for direct work on assigned projects. INDOT will offer, on an as needed basis, assignment opportunities to 3 firms requesting specific one-page qualifications proposals identifying key persons and subconsultants proposed to provide services along with their qualifications. Qualifications proposals will also include a commitment to maintain the key persons on the assignment and describe the availability and capacity of the persons to meet the required project schedule. Firms invited to submit assignment proposals will be allowed 14 calendar days to provide proposals, but must notify INDOT with 3 business days if the assignment opportunity will be declined. INDOT will evaluate and rank assignment qualifications proposals received and request a cost proposal from the highest ranked firm. All proposing firms will be provided copies of all scoresheets after the scoring and ranking has been completed and an assignment has been determined.
