A Pre-Proposal Conference will not be required for this project; however should the DESIGN ENGINEER want to access the project site prior to proposal for verification of conditions, or quantities, they may do so by contacting the OWNER or IHS. Any questions regarding the RFP or proposal documents should be addressed to the IHS. Requests for Information (RFI) will be accepted until 4 PM MST on March 2, 2023. All RFI's must be submitted to the Owner 5 business days prior to the Proposal submittal due date. The Design Engineer will conduct all necessary research to provide a PER with multiple submittal phases for project alternatives assessments for the WMAT TUA to evaluate. In addition to the PER the Design Engineer shall provide preliminary design documents for any selected project alternative. Preliminary design documents include: schematic drawings, SOPs, and P&IDs for any selected process alterations involving new equipment or adjustments to current operations. As detailed in this RFP, the pre-settling and backwash ponds will require embankment upgrades, liner selection, and pond flow path alteration recommendations. Proposed alternative upgrade must improve water quality, reduce water losses, assess causes of algal blooms and reduce O&M expenses (operator time, chemicals, electricity, etc.). The IHS will provide background information and existing design documents to the Design Engineer in the development of the PER. Then, the pre-settling pond's water losses and structural stability must be addressed to support an alternatives assessment and PER. The Design Engineer must format the PER in accordance with Appendix D. During composition of the PER, the Design Engineer must present all feasible alternatives to the Owner prior to pursuing any final alternative. The Owner shall have 10 business days, or 14 calendar days to review all submitted alternatives. After the Owner has reviewed the PER at periodic milestones, the Owner will issue feedback to the Design Engineer, until a final design alternative is selected. The Design Engineer must complete their analysis of the selected, final alternative chosen by the Owner. The final phase of all alternative assessments must be reported in detail in the PER deliverable, as described below. Contract Time: 80 Business Days to include up to 120 Calendar Days w.
