The City of Redmond requests a statement of qualifications (SOQ) from qualified firms to provide on-call construction materials testing and special inspection services for the City's Capital Improvement Program. Construction materials testing and special inspection services may include the items below. A project-specific scope of work will be developed for each task order. Scope of services may include: o Material testing and inspection services o Specialty inspections o Building Inspection o Environmental testing services o Other quality assurance and quality control services All work will be performed in full compliance with the guidelines set forth in the following where applicable: o Project-specific plans and specifications o Washington State Department of Transportation (WSDOT), Standard Specifications for Road, Bridge, and Municipal Construction (edition cited in contract documents) o WSDOT/APWA Standard Plans for Road, Bridge and Municipal Construction o WSDOT Construction Manual o City of Redmond Standard Specifications and Details (edition cited in the contract documents) o American Association for Laboratory Accreditation (A2LA) o American Society for Test and Materials (ASTM) o International Conference of Building Officials (ICBO) o Department of Ecology (DOE) o American Association of State Highways and Transportation Officials (AASHTO) The City of Redmond (Redmond or the City) is soliciting interest from consulting firms under this Request for Qualifications (RFQ) for on-call services for Construction Material Testing and Special Inspection. Questions regarding this project or solicitation must be submitted to Colin Sherrill at casherrill@redmond.gov or 425-556-2871. Redmond staff will not answer questions directly but will collect questions and post responses on. Answers to questions submitted by 4:00 p.m. February 10 will be posted on or before February 15. Answers to questions submitted by 4:00 p.m. February 17 will be posted on or before February 22. Questions submitted after the February 17 deadline will not be answered. Any additional information or addendums will be posted to redmdond.gov/bids. The City recommends signing up for text or email alerts to receive notification of updates to this bid posting. The City of Redmond in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities. Participation for Disadvantaged Business Enterprises (DBE) or Small Business Enterprises (SBE) is encouraged. In keeping with Federal goals, a voluntary SBE goal amount of ten percent of the Consultant Agreement is established. The Consultant shall submit a SBE Participation Plan with their proposal. Although the goal is voluntary, the outreach efforts to provide SBE maximum practicable opportunities are not. The City of Redmond, in accordance with Title VI of the Civil Rights Act of 1964, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 Code of Federal Regulations Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or gender in consideration for an award. The work under this AGREEMENT shall consist of the above-described SERVICES as herein defined, and necessary to accomplish the completed work for this project. The CONSULTANT shall furnish all services, labor, and related equipment and, if applicable, sub-consultants and subcontractors necessary to conduct and complete the SERVICES as designated elsewhere in this AGREEMENT. The Scope of Work and projected level of effort required for these SERVICES is described in Exhibit "A" attached hereto and by this reference made a part of this AGREEMENT. The General Scope of Work was developed utilizing performance based contracting methodologies.
