CLARIFICATION DEADLINE 2/21/2023 3:00 PM Pennoni has been contracted (Agreement E03461) by the Pennsylvania Department of Transportation to perform sign structure inspections of various sign structures in District 8-0 (Cumberland, Dauphin, Perry and York Counties). Pennoni will retain the services of a contractor to provide Maintenance and Protection of Traffic (MPT) on an as-needed basis during inspections. Maintenance and Protection of Traffic (MPT) will include short-term stationary operations on conventional highways and short-term stationary operations on freeways and expressways. Lane closures for the daily inspections are anticipated to occur between 9:00 am and 3:00 pm. The contract will be awarded as described hereafter. The bidder must submit a cost per day price for the bid item. Please provide a total cost per day, for the item as specified via the "BID FORM- PRICING" feature in this solicitation. Bids must include the cost of mobilization, demobilization and all applicable taxes for services required. The contractor must note that the price per day must include all costs that are expected to be incurred by the contractor, and in turn, submitted to Pennoni for payment. The responsible bidder submitting the lowest bid will be engaged for the services stated in this solicitation. The contractor's record of past performance may be considered during the selection. The apparent low bidder must complete the Pennoni Subcontractor Safety Assessment Questionnaire and the Pennoni Subcontract Agreement Non-Professional Services prior to being engaged for the services. The anticipated notice to proceed date is March 27, 2023. The anticipated contract duration is 127 calendar days. Pennoni reserves the right to reject any or all bids deemed not in conformance with the bid requirements.
