The Village of South Range is seeking engineering services for Wastewater System Improvements. The Authority intends to apply for funding through the Michigan Department of Environment, Great Lakes & Energy's (EGLE) Clean Water State Revolving Fund (CWSRF) to accomplish the Village of South Range Wastewater System Improvements. The scope of services for the project will include: Preparation of engineering reports and funding application(s) for the project. Design, permitting, and the preparation of bidding documents for the project in conformance with applicable State and Federal requirements, bid advertisement, bid review and recommendation of award. Future construction administration and field representation services. Assist with processing of funding agency program requirements through completion of project. Statement of Qualifications (SOQ) Submittal Requirements 1. Name of Respondent. 2. Respondent address. 3. Respondent telephone number. 4. Respondent federal tax identification number. 5. Name, title, address, telephone number, fax, and email address of contact person authorized to contractually obligate the Respondent. 6. A brief history of the firm including year of incorporation, location of office relative to the project. 7. Prior experience with similar wastewater collection systems. 8. Firm's knowledge and work history with the Village of South Range. 9. Provide outline of project managers' experience with SRF funding and wastewater experiences related to scope of work listed in this proposal. 10. A list of key personnel proposed for the project team including resumes. 11. A list of references with contact information. 12. Proof of professional liability insurance. Selection Criteria The Village of South Range shall evaluate each potential firm in terms of its: 1. Professional qualifications necessary for satisfactory performance of required services; 2. Specialized experience and technical competence in the type of work required; 3. Capacity to accomplish the work in the required time; 4. Past performance on contract with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5. Knowledge of the locality of the project and specifics of this project. The Village reserves the right to accept or reject any or all SOQs or any part of an SOQ to waive formalities or informalities and to award to the consultant deemed to be in the best interest of the Project. Submittals received after the deadline will not be accepted.
