The Work, Keweenaw Stamp Sands Dredging, includes but is not necessarily limited to: o With 48 hours notice, periodically excavate and stage stamp sands from the beach at Grand Traverse Harbor to prevent stamp sands from overtopping the harbor break wall. During the winter, load and haul the stamp sands from the entire "pocket" footprint to the existing disposal area at Gay. Objective Maintain functionality of Grand Traverse Harbor, which is being repeatedly blocked by legacy mining waste "stamp sand". Protect native sand area utilized by juvenile whitefish, which have spawned on Buffalo Reef. Question Deadline 09/15/2025 at 5:00 PM ET Please do not submit online questions via website. All contractor/vendor representatives attending a Pre-Bid Walk Through Meeting must submit a Vendor/Contractor LEIN Request five business days prior to the meeting date, (See the attached Vendor/Contractor LEIN Request form). Send the LEIN Request form, filled out and signed, by email to Daniel T. Smith & Sharon Frost at email addresses: SmithD76@michigan.gov & FrostS1@michigan.gov .The email "Subject" must include (Facility Name, Project Name, Date & Time of Pre-Bid Walk Through Meeting). NOTE: An individual is only permitted to represent one bidder at a mandatory walk-through Bid(5.0%), Performance(100.0%), Payment(100.0%), Certified Check Mobilization and Demobilization, Excavation and Staging, Channel Dredging, Haul Road, Loading, Transportation, and Disposal Method / Work Activities A contractor is needed to maintain the harbor free of stamp sand: During the fall/winter, mechanically excavate stamp sand as it accumulates as a beach ridge adjacent to the north side of the harbor break wall. Excavate to 1-foot above the Lake Superior water level. Contractor must be able to respond and begin excavating within 48 hours of notice from the Owner or Professional. Staging of equipment on the beach away from the influence of Lake Superior is allowed so that it is readily available to meet the response time requirement. Material shall be stored on existing stamp sands near the harbor at the north end of the "pocket' away from the influence of Lake Superior. Refer to Figure 3. This work may need to occur prior to and during severe storm events to prevent stamp sands from overtopping the break wall to the extent safely possible. The Professional will provide 48 hour notice to the Contractor when periodic excavation activities shall occur. The Contractor shall provide the Professional notice of when they will arrive on-site so that the Professional can observe the work as needed. The Contractor shall identify for the Owner and Professional the intended placement area in the disposal facility so that a pre-placement topographic survey can be completed by the Professional. In the winter, construct and maintain a haul road between the excavation area adjacent to the break wall on the beach to the existing stamp sand disposal area. A temporary stream crossing on the beach will be required for the winter haul road. Upon completion of winter hauling, the temporary crossing shall be removed. This may include excavating a channel to ensure the impoundment drains to the lake. Load and truck material to the disposal area. Upon completion, all material within the stamp sand interception "pocket" north of the break wall shall be removed down to 1-foot above the level of Lake Superior. The stamp sand shall be placed in the disposal area so that it is all in one location and rough graded to be reasonably smooth to allow for accurate post-placement volumetric surveying by the Professional to determine the total volume of relocated stamp sand. Contractor may be required to excavate/stage and load/haul stamp sand simultaneously depending on weather conditions and other circumstances. The Contractor must be capable of conducting these activities simultaneously. All work must be completed by February 28, 2026
