The City of Bellingham ("City") is issuing this request for qualifications (RFQ) (Invitation No. 12B-2023) from consulting firms interested in providing professional consulting services for the Headworks Condition Assessment and Bypass Project (City Project Number EU195). The Headworks Condition Assessment and Bypass Project will include a condition assessment for various facilities within the City of Bellingham Post Point Resource Recovery Center. This municipal owned wastewater treatment facility operates 24hrs per day and is critical City infrastructure. The Headworks facilities, including the Screenings Facility (Bldg 110), the Headworks Building (Bldg 120), Preliminary Treatment Odor Control (Bldg 130) and Primary Clarifiers (Facility 210) were constructed in phases (1972 & 1992). The City desires to hire a consulting firm to perform a Condition Assessment for these facilities, to better determine future planning and rehabilitation needs. The existing facility does not include infrastructure to allow for bypass and dewatering of several sections of the influent path through these facilities. Due to the critical nature of these facilities and the current configuration, the consultant work will also involve planning and design for temporary and/or permanent bypass to aid the assessment efforts. Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs.
