Renovation of a municipal facility in Chambersburg, Pennsylvania. Completed plans call for the renovation of a municipal facility.

The work includes all material, labor, and equipment necessary for the renovations of the Courthouse Annex along with all of the associated site work. This bid consists of the rebid of the HVAC prime contract. The General Construction, Plumbing, Electrical, and Elevator contracts have been previously awarded. Bid Security in an amount of ten percent (10%) of the Bidder's maximum bid is required to accompany the Bid. A performance and payment bond, each in the amount of one-hundred percent (100%) of the Contract Price shall be required from the Successful Bidder. The Contract is subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry and Anti-Kickback Regulations. Bids shall be submitted only on the provided Bid Form included in the Bidding Documents. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend, or make additions to the wording to any of the Bidding Documents, including but not limited to the Contract. Unauthorized conditions, exceptions, limitations, or provisions attached to a Bid may be cause for rejection of the Bid. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation to Michael Henry at mhenry@noelkerhull.com. The Bidding Documents may only be modified by Addendum issued prior to the Bid opening date. The County of Franklin Commissioners reserve the right to reject any or all proposals and to waive any or all defects, errors, omissions, irregularities, or informalities in a Bid or the Bid Procedure and to accept any Bid it deems to be in the best interests of the County of Franklin. Awards shall be made only to responsible bidders that possess the potential to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
