For On-Site Sewer Facilities Installation Project This contract shall provide for the installation of 20 On-Site Sewer Facilities (OSSF) for existing households and the demolition of existing septic tanks. The installation of OSSF systems and demolition of existing septic tanks shall be conducted under the oversight of a project licensed plumber. As a County project, the work will not require that plumbing permits be obtained for the individual sites and will not require that plumbing inspections by the County be scheduled for each site. Project inspection, monitoring, and oversight will be provided by the Project Engineer and County personnel. The Hardin County, Texas may perform plumbing inspection at any time on any portion of the project. All line work to be performed on this project will be related to private sewer service lines, and therefore, will be less than five feet deep and will not require trench protection. No work in excess of five feet deep or work that would require trench protection is authorized under this contract. In the event that any such depth conditions in excess of five feet are encountered, the County must be contacted to address the issue. This contract shall include all necessary superintendence, labor, materials, equipment, tools, piping, field jointing, cleaning, grouting, excavation, trenching, shoring, fill, grading, backfill, surface restoration, testing, hauling and disposal of excess soils to an owner approved site, and incidental items necessary for the construction of the proposed facilities as shown in the drawings and documented in the specifications. All work will be performed in strict accordance to the rules, regulations, and permits of the Texas Commission on Environmental Quality. A bid bond in the amount of 5% of the bid issued by an acceptable surety company shall be submitted with each bid. A certified check or bank draft payable to the Hardin County, Texas or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The Hardin County, Texas reserves the right to reject any or all bids or to waive any informalities in the bidding and to award the project based on the best bid which best represents the interests of the Hardin County, Texas. Bids are to be a unit price basis for all labor and materials to complete the project. Bids may be held by the Hardin County, Texas for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
