Renovation of a mixed-use development in Manchester, New Hampshire. Conceptual plans call for the renovation of a two-story above grade medical facility.

DESCRIPTION SOURCES SOUGHT: INTRODUCTION & BACKGROUND The objective of this scope of work is for architectural and engineering design services for the entire third floor of building 1 and the east wing of the fourth floor of building 1. The third and fourth floors have sustained significant damage due to a water line breakage in 2022 making a renovation project necessary. The third floor will be completely gutted from the concrete floor slab to the underside of the concrete structure above and to the waterproofing on the exterior walls. All existing architectural elements, floors, walls, doors, windows, casework, utilities, HVAC, plumbing, sprinkler, fire alarm, HVAC controls, electrical, tel/data, and any system not specifically mentioned here will be removed and new system designs will be required. The likely program areas that will be designed for the third floor include: Oncology, Dentistry, Pain Management, and other various flexible exam spaces. Each wing (north, east, west) will have a mechanical room with air handlers and other infrastructure to support its corresponding wing. The fourth floor east wing will be mostly gutted with the exceptions of the doors, frames, and wall studs (all drywall to be removed). Some existing electrical systems or devices identified in the walls will be noted to remain. Everything else as noted for the third floor will be removed and re-designed. The program area for this wing will not change, but a similar concept to the design of the third floor for the infrastructure will be designed. A design for how to address the exterior envelope will need to be developed for the third and fourth floors including encapsulating the asbestos containing exterior wall waterproofing, a new exterior wall insulating system, and new window systems and details. Careful coordination will be required with the projects being designed on the second floor SCOPE: The scope of this project consists of Architectural and Engineer (A/E) services required to complete the project. The period of performance for is 100 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer. The VA will not be responsible for any costs incurred by interested parties in responding to this announcement. This is a Request for Qualifications: The purpose of this notice is to request SF-330 Qualification statements from qualified Small Businesses that have the experience directed at the requirements of the Statement of work. The NAICS code is 541330 and the small business size standard is $25.5 million. Firms must have valid registration in the System for Award Management (SAM). Evidence of your experience in the selection criteria listed below. SF-330 Architect- Engineer Qualifications completed for the intent of the project. Evidence that your Small Business firm will perform more than 50% of the requirement with a qualified small business team. The following selection criteria and adjectival ratings will be used to evaluate the submitted qualifications Experience designing renovation projects in an occupied medical center (3 projects in last 5 years) Experience designing Oncology, PT/OT, and Dental projects (3 projects in last 5 years) Competency of staff in disciplines (Engineers w/ NH License) Proximity to project location Sustainability Experience (LEED Accredited professionals) Failure to submit all information requested will result in a contractor not being considered as an interested Small Business concern. EVALUATION FACTORS: Adjectival Description Exceptional A comprehensive and thorough presentation of extraordinary merit with one or more significant strengths. Offeror s response is clearly superior. The response is innovative and exceeds requirements. No deficiency or significant weaknesses exists. Good Exceeds all the minimum requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor, correctable weaknesses exist. Acceptable Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected. Marginal Fails to meet one or more of the minimum requirements of the criteria; low probability of success; major weaknesses and/or significant number of deficiencies exist. Unacceptable Fails to meet any of the minimum requirements of the criteria; very low probability of success. Neutral (Applies only to Past Performance) Offeror s performance record, relevant past performance or information on past performance is not available SELECTION PROCESS: The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit SF-330 Qualification Statements of Capabilities. In Stage II, A/E team most qualified will be requested to submit a price proposal for negotiations in an issued Request for Proposal. PROJECT INFORMATION: The scope of work for this project is attached. Interested parties should submit their SF-30, proof of experience and all associated documents to Carol AhNee, contract specialist, via E-Mail at Carol.ahnee@va.gov. Responses are due by 03/17/2023 2:00 PM EASTERN TIME, NEW YORK, USA. The construction budget is $18 million. The method of contractor selection has not been determined at this time.
