Bids shall be accompanied by a certified check, cashier's check, irrevocable letter of credit or Bid Bond in an amount equal to ten percent (10%) of the total amount of the bid. All bidders must submit a list of their first-tier subcontractors no later than two hours after the time bids are due. Bids received after the due date and time will not be considered. Bids may not be withdrawn after the time set for opening. The Class of Work of this Project is Furnishing and Stockpiling. The value for this contract is estimated to be $300,000 to $350,000. This project consists of, but is not limited to, the following: Furnishing, hauling, and stockpiling mineral aggregate to a designated County owned property in the Reedsport area of Douglas County, Oregon. Bidders shall furnish written proof of prequalification with the Oregon Department of Transportation. Proof of Prequalification shall be submitted to the Engineering and Construction Office, 1036 SE Douglas Ave., Courthouse Room 304, Roseburg, OR 97470 not less than twenty-four hours prior to bid opening. The Board of Commissioners will not consider a Bid unless the bidder is registered with the Construction Contractor's Board or licensed by the State Landscape Contractors Board. Bidders shall comply with the provisions of ORS 279C.800 to 279C.870 pertaining to prevailing wage rates. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. The project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. The Board of Commissioners reserves the right to reject any or all bids, to waive technicalities and to award the contract to the lowest responsible bidder. The Board of Commissioners may reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
