Renovation of a residential development in Oregon, Wisconsin. Completed plans call for the renovation of a residential development.
Purchased by the Village in 2016, the properties at 249 and 267 North Main Street are comprised of three tax parcels totaling 2.8 acres of land. The property is uniquely situated within a residential block and neighborhood, across the street from the Oregon Elementary School campus, one block north of downtown, and has frontage along one of the Village's main north-south roadways (Main Street). The following Existing Conditions Report provides a summary inventory and description of existing conditions, timeline of key events that have taken place at the site, associated maps and graphic illustrations, and photographs of the site as it exists today. Additionally, the appendix includes relevant plans and site analysis related to the site's existing conditions. The properties comprising the site are currently zoned TR-6 Two-Family Residential, which is intended to provide for moderate residential development density. This zoning district category includes a wide range of residential uses such as single-family, duplex, twin house, and two flat dwellings either permitted by right or through a conditional use permit. A maximum gross density of 7.5 dwelling units per gross acre is permitted within this zoning district. Adjacent land uses are primarily single-family residential properties, with one commercial building to the west, fronting on Market Street. The Oregon Elementary School campus is located to the east of Main Street, directly across from the subject property. The site is currently vacant and presents some future reuse challenges due to its location and surrounding context. Only about 19% (approx. 331') of the property fronts on a public street, with the remaining 1,400' of the property lines adjoining the back or side yards of single-family homes. Because of this, the properties are predominantly closed-in by adjacent uses, with limited access areas from the public right-of-way. The properties are also characterized by some topographic change given the presence of a small hill on the site. Most of the property adjacent to Main Street (approximately 2 acres) is relatively flat with mild grade changes, while the contours of the land slope more significantly to a lower elevation towards Johnson Street. Near Main Street, the highest elevation at the site is 959 feet, which slopes down to the north to a low point of 944 feet. The site is served by Village of Oregon water and sanitary sewer systems. Currently, the site is mostly mowed turf with over 15 mature trees on the property in various conditions, and there is no evidence of recognized environmental conditions encumbering future use of the property. All questions should be submitted in writing by Friday, March 10, 2023 at 5pm.
