The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. The contractor will produce a complete package from stocking the board to primed spray out. After the insulations has been completed the contractor will stock half inch drywall in this home. The entire house and stairwell leading into the basement will need hung. Bathroom will need to be hung with an approved drywall for wet areas. Once boards been hung a inspection will need to be called in for a screw count. Walls will need to be smooth finish and ceilings will be a knock down. Walls sanded then one coat of drywall primer on the ceiling and walls. Windows, doors, and tub must be protected from drywall mud and over spray. All remaining board, mud, and other supplies will need to be removed at the completion of work. Water will be available on site. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. The bid opening will take place and the CED team will put together a bid tabulation recommendation to be sent to the City Manager for his approval. Contractors in attendance will be told what bid is going to be recommended to the City Manager for approval. A bid tabulation shall be posted online after the City Manager approves. Qualifications:
1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.
2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work.
3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder.
4. Bidders must own or be able to rent sufficient equipment to complete the work.
