Renovation of an educational facility in Cincinnati, Ohio. Conceptual plans call for the renovation of a educational facility.

As of July 20, 2023, information regarding the award and award date has not been disclosed. Questions will be answered and posted to the Opportunities page on the OFCC website on a regular basis until one week before the response deadline. The name of the party submitting a question will not be included on the Q&A document. The University is requesting design services to complete both a building automation system (BAS) and energy savings upgrade for the Mantei Center (formerly Engineering Research Center), which is part of the College of Engineering and Applied Science. The building was built in 1996 and is approximately 190,000 gross square foot consisting primarily of laboratories, including an approximately 6100 square feet of cleanroom, an approximately 1300 square foot assembly area, and office areas. The existing controls system is a Siemens system with integrated Phoenix Controls venturi valves in the lab areas, with variable air volume (VAV) boxes are used for the office and non-lab spaces in the building. Most of the BAS is pneumatic. The building controls system was retrofit from an American Auto-Matrix system to a Siemens system in the mid to late 90s. Replacement of the existing venturi valves would also be part of this project as they are over 25 years old. The building is served by eight (8) AHUs, AHU-1 thru 6 located in the penthouse, with AHU-7 located in the cleanroom mezzanine (level 3M), and AHU-8 located in the basement mechanical/electrical room. There are three (3) laboratory exhaust systems (LES), located in the penthouse, that handle the majority of lab exhaust for the building. There are numerous other exhaust fans located in the penthouse that serve specific labs and exhaust for the cleanroom. The cleanroom has additional equipment located on level 3M, that address filtration and conditioning of the cleanroom. Additionally, AHU 1 and 2 will be retrofit/upgraded as part of this project. These units are 100% outdoor air units that serve all of the labs in the building, except for the cleanroom and labs on north half of the level 3. All AHUs and LESs shall have minimal down time throughout the project as the building will remain occupied. Phasing of work is critical for this project as every room will need to be access in the building. Most of the pumps for the hydronic systems are located in the basement, with the exception of the building process chilled water system, which includes a chiller and pumps located on level 3M. This chiller rejects heat into the building chilled water return. There are both potable and non-potable water systems for the building located in the basement, including non-potable hot and cold water, and reverse osmosis system. The University of Cincinnati is requesting qualifications from A/E firms to provide design services and construction administration for the project described above. The Program of Requirements (POR) will be developed by The University for this project. For projects advertised with an appropriately developed Program of Requirements ("POR"), upon award of the Agreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence by developing the Program of Requirements. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website. The method of contractor selection has not been determined at this time.
