Site work and paving for a civil project in Windsor, Colorado. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
As of March 23, 2023, the project has bee awarded, however, a timeline for construction has not been confirmed. The Scope of Work to be performed for this Contract will consist of installing a 12" x 12" "wet tap" to an existing FCLWD waterline on the west side of Colorado Boulevard and installing approximately 280 LF of new 12" potable waterline to the east across Colorado Boulevard and south to connect with an existing Town of Windsor waterline. In addition, the scope of work includes installation of a cast-in-place meter vault with two PRV's, several gate and butterfly valves, site restoration, and other miscellaneous work as indicated on the drawings and as specified herein. Notice to Proceed Date for construction is anticipated to be April 15, 2023. The project shall be substantially complete by October 1, 2023 and finally complete by November 1, 2023. A variable start date may be negotiated, as defined in Specification 01 10 00. Anticipated Schedule The following represents the Town's target schedule for the project. The Town reserves the right to amend the target schedule at any time. Questions must be submitted in writing by 5:00 p.m., Monday, March 6, 2023. No questions received after this deadline will be answered, unless the bid date is extended by an addendum. Submit questions to droth@windsorgov.com or Doug Roth, P.E., Town of Windsor, 301 Walnut Street, Windsor, CO 80550. Questions will be answered an addendum to the bid documents and will be issued no later than 5:00 p.m., on Wednesday, March 8, 2023. Each Bidder shall file with his Bid, an acceptable Bid Security in the form of a cashier's check, certified check or a bidder's bond in an amount not less than five percent (5%) of the total Bid in accordance with the Instructions to Bidders. No Bid may be withdrawn for the period of time after the date Bids are opened which is specified in the Bid Form. The Bidder to whom a Contract is awarded will be required to furnish a Performance Bond guaranteeing faithful performance and a Labor and Material Payment Bond guaranteeing payment of all debts arising out of the Work. Prior to the awarding of the Contract, the Town may defer its decision for a period not to exceed thirty (30) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Owner reserves the right to reject any or all Bids, to review and consider the bid alternates (if any), to waive any informalities or irregularities therein, and to reject nonconforming, non-responsive, or conditional bids. The decision of the Owner shall be final. Prior to award, Bidders will be required to submit a Bidder Evaluation Form demonstrating the successful completion of three (3) municipal projects of similar size and scope within the past five (5) years and has been in business for at least seven (7) years. Refer to the Bidder Evaluation Criteria, Section 00425, for specific Contractor Qualification requirements. Anticipated Notice of Award (NOA) March 17, 2023
