The scope of work consists of the restoration and repair of architectural elements at the plaza building exterior stairs and facade of the historic civic building, and shall conform with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Investigate the cause of water damage at the building's exterior stair locations on the East and West facades and remove the non-original concrete steps and landings between expansion and control joints as required, without damaging the existing concrete stair walls, adjacent facade or substrate. Remove the existing waterproofing membrane and repair the substrate as necessary to receive the new membrane and concrete stairs and landings. The prevailing wage rate provisions of Section 1770-1777 of the Labour Code and Section 7-2, entitled "Labour", of the Standard Specifications shall apply to this project. However, if there is a difference between the Pasadena Living Wage and Prevailing Wage rates for similar classifications of labour, the contractor and his subcontractors shall pay no less than the highest wage rate. The City reserves the right to change any part of these Instructions to PROPOSERS and Specifications any time prior to Deadline for Submissions. Any changes shall be in the form of addenda and will become a part of the Proposal documents and of the contract. The Bidder to whom a contract is awarded shall file the bonds specified by Section 2-4, "Contract Bonds," of the Standard Specifications before execution of the contract. The term "Contract Price" shall be deemed to mean the total contract "not to exceed" amount consisting of the base bid stated in the Bidder's Proposal plus such additional amounts provided for adjustments to the estimated quantities contained in the Bidder's Proposal and for extra work covered by approved change orders, if any.
