BIN 3371720 PIN 1760.23 - Replacement of County Road 83 (Ski Bowl Road) Culvert and Pedestrian Bridge Over Shanty Hollow Brook in the Town of Hunter, Greene County, New York Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders section. No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to Greene County prior to incorporation into the work of the Contract. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under this Contract. The Sponsor and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to a written Department solicitation, request for proposal or invitation for bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award. The requirements of this contract have the following utilization goals and participation requirements: Disadvantaged Business Enterprise (DBE) Utilization Goal is 6%. Equal Employment Opportunity goal for Minority Participation is 2.6% and the Women Participation goal is 6.9%. All work items of the Contract shall be substantially completed within 240 calendar days following the date the Contractor is notified to proceed with the work unless such period is extended by the Owner as provided herein. This is a locally administered Federal Aid project subject to the approval and oversight of the New York State Department of Transportation (NYSDOT). The following are requirements of the project: All contractors and subcontractors shall use the Equitable Business Opportunity Solution (EBO) to monitor and report on contract payments, workforce goals, and DBE goals. All contractors and subcontractors shall submit a CCA-2 form online. The Prime contractor shall submit the completed Non-Collusion forms with their bid. The Prime contractor shall submit the completed Lobbying activities form with their bid. There are no residential or geographical restrictions related to this project. The successful bidder will provide performance & payment bonds, insurance, and execute the contract The project was designed in accordance with NYSDOT Standard Specifications dated January 1, 2022. The right is reserved to waive any informalities in the Bid and to reject any or all Bids. The receipt of bids by the County shall not be construed as authority to bind the County. The Bidder shall promptly notify the County and/or it's Engineer of any errors, omissions, conflicts, ambiguity, etc. in/among the contract documents. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The items of work include, but are not necessarily limited to the following: PIN 1760.23 - Replacement of County Road 83 (Ski Bowl Road) Culvert and Pedestrian Bridge Over Shanty Hollow Brook - The project includes the removal and replacement of the existing vehicular culvert and pedestrian bridge, full depth approach roadway The work under this contract is located on County Road 83 (Ski Bowl Road) approximately 200 feet from the north end of Ski Bowl Road within the Town of Hunter, Greene County, New York. reconstruction, and drainage improvements. Requests for interpretations prior to receipt of Bids must be presented in writing to the Engineer, CDM Smith, 11 British American Boulevard, Suite 200, Latham, New York 12110, and to be given consideration must be received by the Engineer at least seven (7) days prior to the date set for the opening of Bids.
