Contact information for Engineer is listed below: SARAA Mr. Mike McCann, Airfield/Grounds Maintenance Supervisor Mike.McCann@saraa.org 717-443-4195 HIA - Obstruction Removal for Runway 13/31 Approach Harrisburg International Airport (HIA) is requesting a bid for tree removal and/or reduction of trees in multiple areas that have been identified as obstructions to the air space around the airport. The location of the trees is off airport property and access agreements have been obtained to work in these areas. Base Bid: The work is to include all labor, material, tools, equipment, insurances, taxes, engineering, materials handling and transport required by the scope of work below. Work is divided into two areas: 1. Runway 13 Approach (Highspire) - Work in this area should be completed in thirty (30) consecutive calendar days and can run concurrent to the work at Sunset Golf Course. Contractor must provide seven (7) days prior notice to the airport before starting work in Highspire so that coordination can be made with Norfolk Southern. o Highspire Boating Association (see 13 Approach Exhibit A) o There are approximately three (3) acres of trees that will have a canopy reduction of twenty (20) feet o Clean up of all trimming must be performed o Access in and out of boat club must be maintained at all times o Access to the work site may need to be coordinated with airport through gate entry from the airport if cannot be obtained via Highspire underpass for clearance reasons o Plouse Manufacturing (see 13 Approach Exhibit B) o There is an area of approximately 2 acres of land where all trees must be 10 feet below the height of the Amtrak poles o Clean up of all trimmings must be performed o Any earth disturbance must be returned to pre-existing conditions or better o Seven (7) days prior notification must be provided to airport for coordination with a Norfolk Southern track safety for inspector to be on site. Work cannot commence in this location without the track safety inspector present 2. Runway 31 Approach (Sunset Golf Course) - Work in this area should start by mid-April and be completed within Forty-Five (45) consecutive calendar days. o 31 Approach Exhibit A (Cut and lay) o There is approximately one (1) acre of trees between hole 1 green and hole 2 tee box that can be cut and dropped on the bank o Stumps should be left no less than twelve (12) inches o Golf Course operations should not be interrupted during this work o 31 Approach Exhibit B (Cut and remove) o There are approximately six (6) acres of trees to be cut and removed. o Trees can be chipped and spread in this area or removed from the property. Additional chips can be piled in a location approved by the property owner. Stumps should remain no less than twelve (12) inches o Golf Course operations should not be interrupted during this work o 31 Approach Exhibit C (Canopy reduction) o There is approximately one (1) acre of trees that will have a canopy reduction of either ten (10) feet below the rooftop obstruction light on the club house or 20' total from the tree, whichever is greater o All trimmings can be chipped and stored on Exhibit B pile or removed from the property o Golf course access needs to remain open at all times o Golf Course operations should not be interrupted during this work No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of grant or grants; in which case, bids shall be irrevocable for one hundred twenty (120) calendar days in compliance with Act 317 of 1978 approved November 26, 1978. Each bid must be accompanied by a Bid Security in the amount of ten percent (10%) of the base bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a Performance Bond and a Payment Bond each in the full amount of the Contract Price. PREVAILING WAGES: Attention is called to the fact that payment of PA Prevailing Wages will be required and have been included in the documents. Owner reserves the right to reject any and all bids, to waive any and all informalities and the right to reject all nonconforming, non-responsive or conditional bids, in the Owner's sole discretion.
