For the construction of the Fire Station 24 Improvements project. Bids will not be publicly opened. After Bids are opened, the Owner shall evaluate them. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. The project consists generally of the following major items: At Fire Station 24 located at 10440 Fossil Creek Court, Raleigh, NC includes repair and improvements to the drainage and erosion around the building. The work will include roof drainage system removal and replacement with grading, a retaining wall less than 5' in height, erosion control with tree protection, landscaping and concrete pad replacement. Total distributed area is 10,000 sf. Bidding Documents may be examined by requesting documents from the Designer and at; Hill Company, online; Construction Journal, online; and NC Institute of Minority Economic Development (a.k.a. The Institute), online. Complete Bidding Documents may be obtained by contacting the Designer. Electronic documents will be provided at no cost. Should a bidder find discrepancies or ambiguities in, or omissions from the Specifications and Drawings bound herein, or should be in doubt as to their meaning, he shall at once notify the Designer (Dewberry) who will issue an interpretation in the form of an addendum. This addendum notification will be forwarded to all registered plan holders. Bidders must act promptly and allow sufficient time for a reply to reach them before the date established for submission of bids. Each bidder must acknowledge receipt of all addenda in his bid. No oral interpretations will be made to any bidder as to the meaning or intent of the Contract Documents or be effective to modify any of the provisions of the Documents. City of Raleigh 00100-2 Advertisement for Bids. All questions related to this request shall be submitted in writing no later than noon on Friday, March 20, 2023. With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N.C. contractor's license with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87. See the bidders check list to be used in preparing bibs with two Sealed Envelopes and the contents in each. Bonds given shall meet the requirement of the law of the State of North Carolina including by not limited to G.S. 143-129 and G.S. 44A-26. The surety on each bond shall be a surety company satisfactory to the City and duly authorized to do business in the State of North Carolina. The bid proposal shall require the inclusion of an Owner's construction contingency, which will be added to the base bid. See instructions on how to complete the bid for additional information. The form of agreement to be entered into shall be the contract included within these specifications All bidders shall examine the site before submitting a proposal in order to determine the extent of work involved, size of work, etc., and the conditions under which the work must be staged and performed. The City has completed permit review with the City of Raleigh Development Services Department for this work. The Contractor will need to have the permit issued in its name. The cost for issuance of the permit can be reimbursed at cost based on receipts provided from the permitting allowance included in the bid. Contractor will need to provide address, phone, email and license number along with current copies of workers compensation and general liability insurance. Once that is submitted, tree protection fence will need to be installed and inspected to have permits released. The Bidder specifically agrees to abide by all applicable provisions of Article 3 of Chapter 133 of the North Carolina General Statutes. By submission of this Bid, each Bidder and each person signing on behalf of any Bidder certifies, and in case of a joint Bid each party thereto certifies as to its own organization, under penalty of perjury, that to the best of knowledge and belief: (1) The prices in this Bid have been arrived at independently without collusion, consultation, communication, or agreement, for the purpose of restricting competition, as to any matter relating to such prices with any other Bidder or with any competitor; (2) Unless otherwise required by Law, the prices quoted in the Bid have not been knowingly disclosed by the Bidder and will not knowingly be disclosed by the Bidder prior to opening, directly or indirectly, to any other Bidder or to any competitor; and (3) No attempt has been made or will be made by the Bidder to induce any other person, partnership, or corporation to submit or not to submit a Bid for the purpose of restricting competition. City of Raleigh 00100-3 Advertisement for Bids Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. construction projects over $300,000, or with contracts that include $100,000 or more in state funding. The City reserves the unqualified right to reject any and all proposals.
