Site work and renovation of a civil project in Windsor, Colorado. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The Scope of Work to be performed for this contract consists of removing an existing vertical suction sanitary sewer lift station, force main, and electrical components. Improvements include wet well modifications such that the lift station is re-configured with submersible pumps. Including new force main piping, isolation plug valves, and check valves located in a separate pre-cast concrete valve vault. The existing wet well shall have a high-performance industrial coating applied to ensure future service life. Work also includes a new pre-cast concrete building to house new electrical and control equipment. The existing natural gas generator and associated connections shall be relocated from its existing location and connected to a new automatic transfer switch. The work shall require temporary wastewater bypass pumping to divert contributary sewer flows downstream until new lift station components have been installed, tested, and operation is accepted by the Town of Windsor. Limited workspace requires close coordination with the Owner and Engineer to limit impact to adjacent residences. The Contractor shall restore all impacted surfaces to pre-construction conditions at the conclusion of the installation. Detailed work scope is further identified within the contract drawings and specifications. At said place and time, and promptly thereafter, all bids that have been duly received will be publicly opened and read aloud. All interested parties are invited to attend. Bids shall be a combination of lump sum prices per the Bid Form Refer to Instructions to Bidders, Section 00110, for a list of Critical Construction Dates. Bidding Documents are on file and may be examined at the office of the Owner at the address listed above. To receive bidding documents and any future addendums, you must complete the Bid Document Request Form and submit it via email to cwalter@windsorgov.com or by fax at ((970) 674-5402 - Attn. Charwon Walter). The Bid Document Request Form and additional project information can be found online Questions must be submitted in writing by 5:00 p.m. Friday, March 10 th , 2023. No questions received after this deadline will be answered, unless the bid date is extended by an addendum. Subject line shall read: TOW Brunner Farm Lift Station Improvements: Bid Question. Questions will be answered via an addendum to the bid documents and will be issued no later than 5:00 p.m., Tuesday, March 14 th , 2023. Each Bidder shall file with his Bid, an acceptable Bid Security in the form of a cashier's check, certified check or a bidder's bond in an amount not less than five percent (5%) of the total Bid in accordance with the Instructions to Bidders No Bid may be withdrawn for the period of time after the date Bids are opened which is specified in the Bid Form. The Bidder to whom a Contract is awarded will be required to furnish a Performance Bond guaranteeing faithful performance and a Labor and Material Payment Bond guaranteeing payment of all debts arising out of the Work. Prior to the awarding of the Contract, the Town may defer its decision for a period not to exceed thirty (30) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Owner reserves the right to reject any or all Bids, to review and consider the bid alternates (if any), to waive any informalities or irregularities therein, and to reject nonconforming, nonresponsive, or conditional bids. The decision of the Owner shall be final Prior to award, Bidders will be required to submit a Bidder Evaluation Form demonstrating the successful completion of three (3) municipal projects of similar size and scope within the past five (5) years and has been in business for at least seven (7) years. Refer to the Bidder Evaluation Criteria, Section 00425, for specific Contractor Qualification requirements. DEMOLISH EXISTING ELECTRICAL AND CONTROLS SYSTEMS FOR THE EXISTING LIFT STATION. SAVE GENERATOR FOR POSSIBLE REINSTALL. 2. INSTALL NEW 208/120V WYE TYPE 3 4W SERVICE TO REPLACE EXISTING SERVICE. 3. INSTALL NEW POWER TO PUMPS, SCADA, BUILDING SYSTEMS, AND SITE LIGHTING. 4. INSTALL PROVISIONS FOR FUTURE SECURITY AND CONTROLS SYSTEMS. 5. INSTALL AND PROGRAM SCADA SYSTEM TO OPERATE AS INDICATED HEREIN. 6. COMMISSION AND TEST ALL POWER SYSTEMS AND CONFIRM PROPER PHASE ROTATION, VOLTAGE, AND AMPERAGE DRAW. 7. COMMISSION AND TEST CONTROLS SYSTEMS. 8. CONTRACTOR SHALL EMPLOY SERVICES OF TIMBERLINE ELECTRIC AND CONTROL TO RELOCATE EXISTING MOTOROLA ACE 360 RTU WITH ONE MIXED I/O MODULE AND ANTENNA TO NEW CONTROL BUILDING. NEW NEMA12 ENCLOSURE AND WIRING TO BE SUPPLIED AS PART OF RELOCATION. 9. ALL MAIN ELECTRICAL EQUIPMENT (UP THROUGH MDP) SHALL BE 22 KAIC RATED OR HIGHER. ALL OUTDOOR EQUIPMENT, INCLUDING JUNCTION BOXES, SHALL BE NEMA 4X OR BETTER RATED AND ALL INTERIOR EQUIPMENT SHALL BE NEMA 12 OR BETTER. 10. CONTRACTOR TO PROVIDE BID ALT FOR THE FOLLOWING: 10.1. NEW 75KVA120/208V 3 4 WIRE DIESEL GENERATOR WITH A 48 HOUR RUNTIME TANK ON SITE. GENERATOR TO HAVE SOUND ATTENUATION SUFFICIENT TO PREVENT DISRUPTION OR DISCOMFORT OF NEARBY RESIDENCES. GENERATOR TO HAVE INTERNAL BREAKER AND NOT PRODUCE OVER 22 KAIC FAULT CURRENT Anticipated Notice of Award (NOA) March 24, 2023
