The purpose of this Request for Qualification (RFQ) is to select a qualified firm to provide collection, transportation and disposal of community-generated household hazardous waste and electronic waste acquired through IVGID-organized special waste events, and provide quarterly collection and disposal of District-generated hazardous waste and electronic waste. IVGID provides water and wastewater treatment, and recreational facilities to over 9,000 residents in the communities of Incline Village and Crystal Bay, on the north shore of Lake Tahoe, in Washoe County, Nevada. 2 | P a g e Within IVGID's Public Works Department, the Waste Not Division facilitates the Household Hazardous Waste (HHW) program to provide an outlet for waste that might otherwise be disposed of improperly, creating harmful conditions within the community and the lake. These collected materials are recycled when possible and carefully managed in all cases. The contracted firm will provide all services and equipment necessary to collect, transport and recycle, treat or dispose of HHW collected from IVGID residents during drive-up HHW collection events. Currently, these events are held at the IVGID Public Works site on Tuesdays, April through October, from 9 a.m. to 3 p.m., and by appointment only. There has been an average of 20 vehicles per event. IVGID intends to make separate arrangements to recycle items such as smoke detectors, thermostats, lead-acid batteries and lithium-ion batteries, and to take advantage of any special HHW programs that become available within the Washoe County area. A. HISTORIC HHW PARTICIPATION RATES AND VOLUME AMOUNTS During the weekly drop-off events in 2022, IVGID collected a total of 53,503 pounds of HHW and E-waste. Customers schedule their 10-minute appointment online or via phone with Waste Not staff. During the 2022 season, IVGID Waste Not serviced 599 Incline Village and Crystal Bay residents, with a disposal average of 89.32 pounds per appointment. 416 HHW customers disposed of 30,281 lbs. of HHW waste, averaging 72.79 lbs. per appointment. 431 customers disposed of 23,222 lbs. of electronics, with each customer averaging 53.88 lbs. per appointment.
