Renovation of a mixed-use development in Fallsburg, New York. Completed plans call for the renovation of a educational facility; and pre-engineered storage facility.

The Owner, the School Board of the Fallsburg Central School District, will receive sealed bids to furnish materials and labor to complete the ARPA/CRRSSA Funding Project, which includes construction of a Pre-engineered Storage Building, Modular Annex Classrooms, Theatrical/Lighting Upgrades at Auditorium, and misc. mechanical, electrical, and plumbing support work. Each bid shall be on a stipulated sum basis for the following contracts: Contract No. 03A - Mechanical/Plumbing Construction (MPC) It is the intention of this Project to be both environmentally and fiscally conscious of paper use and consumption. Therefore, documents will be distributed as digital sets. Bidding Documents, Drawings, and Specifications may be viewed online free of charge under 'Public Projects', or electronically downloaded for a nonrefundable fee of one-hundred dollars ($100.00). Bidding Documents, Drawings and Specifications may be examined as of Tuesday, February 28, 2023, free of charge by appointment only, at the following locations: Fallsburg Central School District 115 Brickman Road Fallsburg, NY 12733 Matthew LaClair (518) 813-6414 mlaclai@fallsburgcsd.net CSArch 19 Front Street Newburgh, New York 12550 845-561-3179 Bidder must provide Bid Security in the amount and form, per the conditions provided in Section Instructions to Bidders. All Bids will remain subject to acceptance for forty-five (45) days following the receipt of Bids. The Owner may, in its sole discretion, release any Bid and return Bid Security prior to that date. Bids shall not include New York State sales and compensating use taxes on materials and supplies incorporated into the Work, as the Owner being exempt therefrom. Bidders must comply with New York Sate Department of Labor Prevailing Wage Rate Schedule and conditions of employment. The School Board of the Fallsburg Central School District reserves the right to waive any informalities or irregularities in the Bids received, or to reject all Bids without explanation. Adelaide Environmental Health Associates, Inc. (Adelaide) performed an Asbestos, Lead and PCB Survey for Building/Structure Demolition, Renovation, Remodeling and/or Repair, in conformance with ALL Federal, State and Local regulations, on March 29th and 30th, 2022 for CSArch throughout the 1990 classrooms, 1999 classrooms, select classrooms and the auditorium for a Unit Vent upgrade throughout the school, located at Fallsburg Junior/SeniorHigh School, 115 Brickman Road, Fallsburg, New York 12733. The survey included 1) review of building/structure plans, provided by CSArch, for references to the scope of work potentially affecting hazardous materials used in construction, renovation or repair; and, 2) a visual inspection/assessment for hazardous materials throughout accessible interior and/or exterior spaces of the building/structure or portion thereof identified to be demolished, renovated, remodeled or repaired. Certified Adelaide personnel (Appendix H), David Seddon (NYS Asbestos Inspector/Cert. #09- 08546 and EPA Lead-based Paint Inspector/Cert. #LBP-I-101120-1), performed the visual assessment throughout inspection area(s) identified. 1.2Executive Summary Adelaide inspected 1990 classrooms, 1999 classrooms, select classrooms and the auditorium that will be affected by the proposed scope of work for suspect ACM, LBP and PCBs. Adelaide collected eighty (80) suspect asbestos samples/layers, twenty two (22) XRF readings [including calibrations] and three (3) suspect PCB samples from the above-mentioned area(s). Two (2) samples/homogenous areas tested positive for asbestos, zero (0) XRF readings tested positive for lead-based paint and zero (0) samples tested positive for PCBs. The following indicates assumed materials due to the presence of vermiculite at the time of the inspection, no access to lighting and the roof is under warranty. Five (5) homogeneous areas are assumed positive for asbestos. No interpretation of the meaning of the Bidding Documents, existing conditions, or of the scope of Work will be made verbally. Provide every request for such interpretation in writing, addressed to CSArch, Attention: Dion Miller dmiller@csarchpc.com with the subject line to read "Fallsburg CSD Bid Question" and to be given consideration must be received at least seven (7) business days prior to the date of the Bid Opening.
