Any bid received after the time and date specified will be returned unopened. Each bidder is responsible for checking these websites to determine if any addenda have been issued to the Information for Bidders and/or Contract Documents, and if so, to complete its response in accordance with the Information for Bidders and/or Contract Documents as may have been modified by any such addenda. The contractor who is selected to perform this project must comply with CONN. GEN. STAT. 4a60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. Each bidder must deposit, with his bid, security in the form of bid bond or certified check subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. This work includes but is not limited to the removal of two existing steel underground heating oil tanks (USTs), and related piping and appurtenances, located at the Eugene O'Neill Theater Center on Great Neck Road in Waterford, Connecticut. As shown on the Contract Drawings, One tank is located just north of the Hammond Mansion and the other just south of the Amphitheater: 1. The Hammond Mansion tank had been in use until recently. This tank is located in close proximity to the handicap access ramp to the building. Based upon a GPR survey, and followup site investigation of November 2, 2022, this tank is assumed to be 1,500 gallons in size with 14.5" +/- of fluid remaining in the tank. Currently, there is a temporary aboveground heating oil tank (AST) servicing this location, which will be removed by others. 2. The Amphitheater tank does not appear on any of the available site mapping. It is located in an area near several other underground structures and utility lines, including two septic tanks. Multiple interferences were present when performing the GPR survey at this location. Based on a site investigation on November 2, 2022 there was approximately 44-inches of product in this fuel oil tank which is assumed to be 2,000 gallons in size. Removal of the two tanks shall include, but not be limited to, all related piping, pumps, electrical equipment, other related apparatus, remaining product, and tank bottoms. The work may also include controlled material excavation, management, and disposal if controlled materials are encountered during tank excavation. All work shall be coordinated with site staff and the Engineer. The work will be divided into two primary components: Base Bid #1: Hammond Mansion Tank Removal, and Base Bid # 2 Amphitheater Tank Removal. The Contractor shall be responsible for but not limited to: maintaining overall site conditions, maintenance and protection of traffic, installing and maintaining erosion control measures, excavation and removal of the USTs as shown on the drawings, potential controlled materials excavation, management, and disposal, backfill and formation of subgrade, and reestablishment of existing surface conditions. B. Base Bid #1: Tank Removal. This work includes but is not limited to the removal of the existing 1,500- gallon (Estimated) steel fuel oil UST located at Hammond Mansion at the Eugene O'Neill Theater Center on Great Neck Road in Waterford, Connecticut. The work shall be performed in accordance with all federal, state, and local building codes and regulations Barton and Loguidice Removal of Fuel Oil Storage Tanks Eugene O'Neill Theater Center, Waterford, CT The UST must be completely emptied of all contents, made inert for safety, and cleaned of all residuals by power washing prior to removal from the ground. Remaining usable fuel oil product shall be temporarily stored by the Contractor. If acceptable to the Owner and the Engineer it shall be pumped into the new tanks in the basement. Unusable product and tank bottoms shall be disposed of by the Contractor. Soil excavated above the top of the UST may be stockpiled for later use as backfill if there is no evidence of contamination. The soils adjacent to and beneath the UST shall be tested for evidence of a release in accordance with DEEP guidance and regulations. The existing exterior fill and vent piping and all associated exterior piping and electric lines will be removed. The tank, or portions of the tank, and all appurtenances removed will be discarded at an appropriate facility. Documentation of the location of the disposal will be provided to the Engineer. Soil below and adjacent to the UST that appears to be impacted by petroleum constituents will be removed to the greatest extent possible as directed by the on-site Engineer. Contaminated soil will be stockpiled on plastic sheeting in an area designated by the Owner or the Engineer. The stockpile will be covered pending characterization and proper disposal. Clean soil removed from above the tank may be used as backfill. Clean backfill will be placed and compacted to subgrade. Pavement and subgrade will be restored in the area of the tank excavation. C. Base Bid #2: Tank Removal. This shall include but is not limited to removal of the existing 2,000 gallon (estimated) steel fuel oil UST located near the Amphitheater at the Eugene O'Neill Theater Center on Great Neck Road in Waterford, Connecticut. The work shall be performed in accordance with all federal, state, and local building codes and regulations. The UST must be completely emptied of all contents, made inert for safety, and cleaned of all residuals by power washing prior to abandoning in place. Remaining usable fuel oil product shall be temporarily stored by the Contractor. The Contractor is responsible for obtaining all necessary permits to remove and replace the tanks in accordance with Town of Waterford and State of Connecticut requirements. The Contractor is responsible for any associated permit fees. All questions about the meaning or intent of the Contract Documents are to be directed to the Town's Purchasing Agent.
