The Town of Hyde Park, Vermont is in the process of obtaining Statements of Qualifications from qualified architectural/engineering firms detailing the firms' qualifications, technical expertise, management and staffing capabilities, references, and related prior experience. Required professional services will include but are not limited to preliminary engineering services, design- and constructionrelated services, relevant public outreach and engagement, preparation of bidding and contract documents, participation in the evaluation of bids received, and monitoring and inspection of construction activities to ensure compliance with plans and specifications associated for Town of Hyde Park's North Hyde Park Wastewater Projects. Procurement of such services will be in accordance with elements of the procurement process in 40 U.S.C. Sections 1101-1104 and as otherwise required. Qualified firms/candidates interested in being considered for projects must submit ONE electronic file (no paper copies) consisting of: 1. A letter of interest with point of contact/email address, 2. A statement of qualifications and experience of involved staff persons, and 3. References for past municipal projects with additional related prior experience, highlighting any projects completed within the last five years. Submitted Statements of Qualifications will be summarized and provided to all persons submitting proposals. Attention is directed to the fact that the proposed project may be undertaken with a variety of Federal and state funds, including Vermont Department of Environmental Conservation ("VT DEC") Capital Funds and Clean Water State Revolving Funds, and that all work will be performed in accordance with the regulations issued by such agencies and the State of Vermont pertaining thereto. The Town of Hyde Park is working with the Lamoille County Planning Commission to evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach. The Town of Hyde Park shall rank, in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required. The Town shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services. The Town and LCPC will continue to partner on the management and oversight of this project after consultant selection. The project area is roughly depicted on the adjacent map. This project's study area contains approximately 740 acres and includes the Gihon River, its associated river corridor, North Hyde Park Designated Village Center, surrounding neighborhoods, and the VT100 corridor. The project area may be modified as the project progresses. The study area includes but is not limited to the parcels now served by the Hyde Park Fire District #1 public water supply system "NHP Water System" service area and adjacent parcels to that service area. The Hyde Park Fire District #1 Public Water Supply System has approximately 90 connections to primarily residential structures with onsite individual wastewater systems. The Town has received a VT DEC state planning advance for an initial feasibility study, with an award end date of 08/01/2024. The work may begin upon fully executing all contracts and agreements. 1. Specific services to be provided by the engineer or architect, may include such tasks as preliminary engineering reports, final design, construction observation or management. 2. The evaluation criteria will be based on demonstrated competence and qualification for the type of professional services required (e.g., past performance, specialized experience, and technical competence in the type of work required). 3. Discussions with at least three firms that are the most highly qualified to provide the serves are planned to consider anticipated concepts and compare alternative methods for furnishing services. 4. The Town will begin contract negotiations with the most highly qualified firm to determine compensation that is fair and reasonable based on a clear understanding of the project scope, complexity, professional nature, and the estimated value of the services to be rendered. 5. If a contract cannot be negotiated with the most highly qualified firm, negotiation continues in order of qualification. The Town of Hyde Park may commence scope of services and price negotiations with any of the qualified firms selected and reserves the right to reject any and/or all Statements of Qualifications. This solicitation does not obligate the Town of Hyde Park to award a contract.
