(1) Platte River seeks bid proposals from manufacturers to manufacture, deliver, and field assemble a control enclosure for the new 230kV Severance Substation. This includes a modular enclosure, station service panels, cable trays, control and relay panels, and auxiliary enclosure equipment. (2) Platte River seeks bid proposals from manufacturers to manufacture and deliver standalone control and relay panels for use within an existing control enclosure at the Timberline Substation. Project questions submission deadline: Thursday, April 20, 2023, by 3:00 P.M. Prequalification due date and time: Wednesday, March 22, 2023, by 11:00 A.M. Platte River will only consider proposals from vendors that submit a completed financial prequalification form and safety prequalification form. Bid proposals may not be altered, withdrawn, or resubmitted for 90 days after the bid submission deadline. Platte River will return the bid deposit of the bidder awarded the contract when the awarded bidder signs the conformed contract and files a satisfactory performance bond, all required certificates of insurance, and a Colorado Certificate of Good Standing or its equivalent with Platte River. Platte River may retain the bid deposit of the second-ranked bidder until the final contract terms between Platte River and the successful bidder are fully signed. Platte River will return the bid deposit of all other unsuccessful bidders after the contract is awarded or when their bid proposals are rejected. The awarded bidder will be subject to the same equal employment opportunity regulations as Platte River. Platte River has sole discretion to accept one or more bid proposals that represent the best overall value to Platte River, taking into consideration the price and other evaluation factors set forth in the bid specification, and to reject any or all bid proposals, or to accept or reject any portion of any bid proposals.
