The Township of Woodbridge, hereinafter called the Township, is soliciting Qualification Statements from interested persons and/or firms to supplement their list of qualified consultants for the provision of listed services. Inclusion of a position on the list however does not constitute a warranty that the Township will fill the position at this time or through this process. Through a Request for Qualification process, persons and/or firms interested in assisting the Township with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in the RFQ. The Township will review Qualification Statements only from those firms that submit a Qualification Statement which includes all the information required to be included as described. The Township intends to select a person(s) and/or firm(s) that possess(es) the professional, financial and administrative capabilities to provide the proposed services, and agrees and meets the terms and conditions which provide the greatest benefit, as determined by the Township. The Township seeks to establish and supplement their List of Qualified Consulting Services from which future work may be assigned in an efficient and timely manner. Respondents who meet the qualifications established in this RFQ will be placed on the List and may be offered engagements to provide service on a periodic, as-needed basis, as determined by the Township. The selection of Qualified Respondents is not subject to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is, however, subject to the "New Jersey Local Unit Pay-to-Play" Law, N.J.S.A. 19:44A-20.4 et seq. The Township has structured a procurement process that seeks to obtain the desired results, while establishing a competitive process, to assure that each person and/or firm is provided with an equal opportunity to submit a Qualification Statement in response to the RFQ. The Township will consider proposals only from firms or organizations that have demonstrated the capability and willingness to provide high quality services in the manner described in this Request for Qualifications.
