The Housing Authority of the County of San Joaquin (Authority) is seeking bids from licensed General Contractors to install new 8-inch water mainline that connects to an existing waterline in three (3) locations along Belleview Street and Tenth Street, Stockton, CA 95206. All questions regarding this solicitation must be submitted by 12:00 P.M. on Thursday, May 4, 2023. The Authority reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the Authority for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose or reviewing the bids and investigating the qualifications of the bidders prior to awarding the Contract. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the Authority. The Housing Authority of the County of San Joaquin (Authority) is seeking bids for the Sierra Vista Project, located within our community of Sierra Vista located in Stockton, California. The Project consists of a newly installed 8-inch water mainline that connects to an existing water line in three (3) locations along Belleview Street and Tenth Street. Waterline connections to existing mainline are located at 1) northwest corner of Eleventh Street and Belleview Street; 2) at Tenth Street and Belleview Street; and 3) at Tenth Street and Anne Street. There are also various lateral connections for water services and fire hydrants. Please review the approved plans for locations and water supply lines sizes. The project will also include trench, shoring, backfilling and asphalt patching along with concrete removal and replacements. All construction activities will be per the provided plans and acceptable construction practices. The waterline is under the ownership of the Authority and has two (2) meters which connect the system to California Water Service (Cal Water). The two (2) meters are located at the intersection of Phelps Street and Twelfth Street and the other is located at Tenth Street and Scribner Street. The waterline will need to be turned off at these two (2) locations to shut-off the community water supply to install the new system. This must be coordinated with the Authority Staff and the tenants of Sierra Vista Homes, and the local City Fire Department. 1.1 The General Contractor (Contractor) shall be responsible for providing the management services and the sub-contracted specialized licensed trades, to perform the described Scope of Work. 1.2 The Authority shall retain the right to implement and/or enforce any item issued as a part of the IFB. The selected contractor must also coordinate their work schedule with the Engineer and the Authority.
