The general project description and scope of services consists of the follow: The City of Murrieta recognizes that development and implementation of the Local Road Safety Plan (LRSP), in conjunction with the State's Strategic Highway Safety Plan (SHSP), is a key component of the Highway Safety Improvement Program (HSIP). The City intends to develop an LRSP which will systematically identify, analyze, and prioritize safety problems and recommend safety improvements in order to reduce transportation-related fatalities and serious injuries within the city's local road network. In collaboration with local stakeholders, the City plans to complete the following during LRSP development: comprehensively analyze all fatal and serious crashes that occurred on roadways and signalized intersections from 2017 through 2022, identify main emphasis areas as causes for these fatalities or injuries, establish safety goals to be met over a determined number of years, identify systemic and comprehensive countermeasures that would corresponded to each emphasis area, and determine short, mid, and long-term actions within each of the "4E's" (Engineering, Law Enforcement, Education and Emergency response communities). 5. The Local Road Safety Plan is funded through a state grant and thus the final LRSP report must be completed within the allotted time defined within the Request for Proposal.
