The County Commissioners of Carroll County (hereinafter referred to as "Owner") are soliciting a Construction Manager at Risk also commonly referred to as Construction Manager as Constructor (CMc) to perform typical and complete pre-construction services and construction management as constructor services for the Carroll County Sheriff's Office Headquarters facility located in Westminster, Maryland. This solicitation is being issued through the public bid process administered by the County's Office of Procurement. Please refer to Attachment No. 1, "Request for Qualifications - General Instructions for Construction" for submittal procedures, policies, insurance requirements and bonding provisions. Bidders must be pre-qualified with the Bureau of Building Construction either through tri-annual pre-qualification or specifically for this project at least fourteen (14) days prior to the bid date. Pre-qualification forms may be requested from the Bureau of Building Construction or found on the County webpage and choose Public Works Prequalification Application. To ensure your prequalification gets properly routed to the Bureau of Building Construction for this project, on the application under "Items for Prequalification" and under category "T.
