Questions regarding the requested services shall be submitted in writing to questions tab on the ebidding website by March 30th, 2023 @ 10:00 AM CST. Answers to questions, if any, will be posted by March 31st, 2023 @ 2:00 PM CST. The purpose of this document is to solicit proposals from qualified firms for school crossing guard services at various school crosswalks within the City of Davenport and Davenport Community School District. This solicitation is a Request for Proposals (RFP). The selection criteria listed within this RFP shall be used to measure how well each vendor has met the desired requirements and qualifications. Pricing, while an important factor, will be only one of many criteria used to evaluate the responses to the RFP. The award will be based on evaluation of all selection criteria and responses to the attached questionnaire. The length of this contract will be for one year, beginning with the date of contract award, with two additional years - each year optional based upon satisfactory performance in the prior year - for a possible total of three years. Rates quoted shall be good for each separate year: Package 1 (Year 1), Package 2 (Year 2), and Package 3 (Year 3) of the contract. BACKGROUND Through a cost-sharing memorandum of understanding between the City and the Davenport Community School District, the City provides crossing guard services at numerous crossing sites within the City. Currently, there are up to 15* crossing sites, and guards are compensated for one hour in the morning and one hour in the afternoon. *Given the closure of three (3) elementary schools within the Davenport Community School District for the next school year, the number of crossings needed is estimated at this time. The main purpose of the School Crossing Guard Program is to offer a visible presence of trained Crossing Guards at various school crosswalks during the school year. These guards ensure pedestrian and vehicular traffic safety in and around school zones. A site visit of each facility is recommended, but not required. Proposals should include your written recommendations regarding any areas of concern which you find after site visits. Concerns should be addressed separately by location. Proposals will be opened at the date and time specified and each firm responding will be recorded as a respondent. Proposal content will be kept confidential until an award recommendation is made by departments/division management. Once the award recommendation is made, information in proposals will become public record and can be released at that time. The City may reject any proposal not in compliance with all prescribed public bidding procedures and requirements, and may reject any or all proposals. These are minimum requirements. The City reserves the right to waive any requirement or condition of the Request for Proposals upon finding that it is in the public interest to do so. Proposals will be reviewed and evaluated by the City of Davenport's Human Resources and Police Department, with input also provided by the Davenport Community School District. All proposals will be evaluated using the criteria listed in this document. The City of Davenport will award this contract based upon all of the criteria listed, not solely on pricing. The City reserves the right to cancel, suspend, or delay the selection process. The City may also restart the process. In any event, the City will not be responsible for any costs incurred in responding to or preparing responses to this or subsequent requests. The City reserves the right to award to more than one vendor or to split the award when deemed in the public interest to do so.
