Services Required: The City of Springfield (City;) invites all interested and qualified Engineering / Landscape Architectural firms capable of providing the required services, to submit qualifications for the development of drawings, specifications, and engineer;s estimates for the ;Redevelopment of Riverfront Park ; Phase 3;, a Public Park in the City of Springfield, Massachusetts. Riverfront Park (PARK;) is located at the intersection of State Street and West Columbus Avenue, Springfield, MA 01103 that is under the care and control of the Department of Parks, Buildings, and Recreation Management (DPBRM). As these are Design Services are for a park or ;public works project;, these services are not subject to the Designer Selection Law (M.G.L. Chapter 7C, ; 44-57), and will instead follow a traditional Request for Qualifications (RFQ) model, similar to a M.G.L. Ch. 30B procurement. The specific land to be developed as part of this project is shown within the RFQ. Construction of Phase 1 and 2 of Riverfront Park was completed in 2019. Your attention is directed to the Designers Service Bidders / Proposers Certification section of the RFQ. The Chief Procurement Officer reserves the right to reject any or all proposals. The method of contractor selection has not been determined at this time.
