**As of July 31, 2023 no bids received. As of this time it is unknown if and when project will rebid. The City of Altoona invites sealed proposals for the purchase and development of 3 parcels totaling approximately 80.93-acres ("Site") located on the eastern edge of Altoona off of US Highway 12. The City seeks mixed use residential / commercial development of the property with certain desired characteristics and outcomes, as described herein. The area has adopted a master plan that should guide all proposals. The master plan encompasses additional property not currently located in the city and the proposal should fit in with the long-term vision for the area as a whole. If this additional land is included the total acreage of the area is approximately 225.89 acres. The Respondent will be required to enter into a development agreement with the City. The master plan, titled "East Neighborhood Residential Development Plan" hereafter referred to as the East Neighborhood Plan, with supportive illustrations, are enclosed.
