The City's objective is to centralize the service and preventative maintenance of all the City's HVAC Systems under one contract with the exception of the Community Center's chiller system. The awarded Contractor shall provide HVAC preventative maintenance and repairs services as outline in the following Scope of Work. The City of Portland hereby issues this Request for Bid ("RFB"). The City is seeking bids from firms interested and qualified to provide HVAC Maintenance and Repairs. The City intends to enter into a Service Agreement (also referred to herein as a "Contract") for these services. All bids must be complete, accurate and in the City-approved format specified. Bidders must furnish pricing for all items shown on the Bid Pricing Form. Unauthorized modifications of specifications, forms or terms may render the bid invalid. 1. The scope of services will include but are not limited to preventative maintenance, repair, replacement and installation of new heating, ventilation, air conditioning equipment, refrigeration units, air handling unit, duct work, duct cleaning, diagnostic test equipment, and testing as required by the city. 2. All services must be accomplished in a manner that meets all applicable federal, state and local laws, rules, regulations, ordinances, codes, manufacturer's instructions, warranty requirements and original equipment specifications. 3. Contractor shall secure HVAC permits as required by the city/state codes and ordinances. 4. Contractor shall conduct all work during normal working hours i.e. 8:00 AM to 5:00 PM unless deemed by the Contract Administrator or designee to be disruptive to normal City operations or an emergency. 5. The Contractor shall take special measures to safeguard the area while services are being performed including placing barricades or cones around the work area before commencing services. 6. Contractor shall dispose of all worn out and or defective parts, oils, and solvents, in accordance with all applicable laws, rules and regulations as to ensure the highest level of safety to the environment and the public's health. Any Bidder requiring further clarification of the RFB procedures should submit a request for clarification (questions) in writing to the Purchasing Officer, John Elizondo, at john.elizondo@portlandtx.gov before 3:00 P.M. (CT) local time on April 5, 2023. All Bidders' requests for clarification and the City's response can be found on the City's website in the form of an addenda on the specified date.
