DEPARTMENT OF THE AIR FORCE 7TH CONTRACTING SQUADRON (AFGSC) DYESS AIR FORCE BASE TEXAS 22 March 2023 MEMORANDUM FOR ALL INTERESTED HUBZONE SMALL BUSINESSES FROM: 7th Contracting Squadron/PKA 381 Third Street Dyess AFB TX 79607-1581 SUBJECT: Dyess AFB Paving IDIQ Fiscal Year 2023 Synopsis 1. Below is the proposed Indefinite Delivery Indefinite Quanitity (IDIQ) Paving Synopsis for the pre-solicitation notice to be posted on beta.sam.gov (formally FedBizOps) website. 2. This acquisition is a competitive 100% HUBZone Set-Aside. It will be a Firm Fixed Price IDIQ Contract and the award will be made to a HUBZone/Small Business. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 237310. Small business size standard is $45M. All other firms are deemed ineligible to submit offers. 3. All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support), items, and incidentals necessary for the successful completion of each issued delivery order. The contract is a firm fixed price, IDIQ for Paving. 4. This is a synopsis and does not obligate the government to award; the government reserves the right to withdraw the synopsis and any forthcoming solicitation without due compensation to potential offerors. This announcement does not constitute a Request for Proposal. The solicitation shall incorporate provisions and clauses that are in effect through the most current Federal Acquisition Circular. 5. Notice to Offerors: Funds are not presently available for this Synopsis. 6. Place of Performance: Dyess Air Force Base, Texas. 7. Period of Performance and Magnitude: The performance period includes one (1) base year with two (2) option years. 8. The Government intends to award on a past performance trade-off basis. The solicitation will be issued via www.sam.gov (formally FedBizOps) website. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. Prospective contractors must register on the site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is Deter...Assure...Strike! http://www.sam.gov. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issue date for this solicitation is anticipated to be on or about 7 April 2023 with a closing date of 30 days after issuance.
