Bids for the furnishing of all labor, supervision, insurance, and material(s) necessary for the 4854 State Highway 58, Gouverneur NY, Contract No. 1 - General Rehabilitation project will be received by the Development Authority of the North Country. Bids will be received until 2:00 p.m. local time April 12th, 2023. The bidding contractor must have the capacity to complete and invoice for all work prior to August 15th, 2023. Bids will be received for the following Contract: Contract No. 1 - General Rehabilitation - Base Bid 4854 State Highway 58 - Base Bid - Furnish and Install various rehabilitation materials and labor to include: Furnish and install new metal roofing, furnish and install sixteen (16) new vinyl replacement windows, furnish and install three (3) new exterior doors and two (2) storm doors, furnish and install new vinyl siding, remove existing chimney from roof and cover with new roof, and furnish and install new front stairs and handrail. Additionally, the Base Bid will also require new smoke & carbon monoxide detectors along with lead hazard and asbestos rehabilitation work items. Bid Solicitations and Contract Documents are provided by the Development Authority of the North Country as part of the Authority's due diligence in its role as the CDBG Housing Program Sub-Recipient for the Town of Gouverneur. The Town of Gouverneur is the recipient of the New York State CDBG Grant funding. The Development Authority, working with Town of Gouverneur staff, will review all bids submitted for completeness. The Development Authority will make recommendation to the homeowner on the lowest responsible bidder. The Rehabilitation Contract will be between the Homeowner and the Contractor. MWBEs and Section 3 contractors are encouraged to apply. The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies.
