Reference number : 1705611 Deadline for receipt of complaints: 2023-04-04 Expected duration of the list of qualified service providers (in months) 24 The École de technologie supérieure having its head office at 1100 Notre-Dame Street West, Montreal (hereinafter "Owner"), wishes to proceed with the qualification of architectural service providers in order to constitute a list of qualified Service Providers for the granting of mandates for architectural services for construction projects of a value of less than two million (2,000,000) dollars, before applicable taxes. Architectural services also include studies and activities taking place at the pre-project stage such as feasibility studies or any other study . The qualification of Qualified Service Providers will be valid for a period of two (2) years. The following Agreements apply to this Notice of Qualification: Canadian Free Trade Agreement; Trade and cooperation agreement between Quebec and Ontario. All inquiries regarding the Notice of Qualification should be directed exclusively by email, to the attention of: Helene Proulx Procurement Officer submissions@etsmtl.ca Failure by the Bidder to comply with the procedure provided for requesting information may result in the rejection of its Bid. No verbal information is binding on the Owner and may be construed as modifying the Qualification Notice Documents. If the Bidder must send his Bid on paper, he must make an appointment to come and submit his Bid. Appointments for the transmission of a Paper Submission can be obtained by writing to: submissions@etsmtl.ca no later than seventy-two (72) hours before the deadline date and time set for the receipt of Submissions . Bidders should note that appointments will be given on limited time slots. The Bidder must submit its Bid electronically via the SÉAO or by courier, by regular mail or in person at the civic address and at the premises mentioned above. Fax or e-mail are not acceptable methods of transmission. Any Submission that does not comply with the conditions set out above will be automatically rejected. Subject to what is provided for in the last paragraph of article 1.9, the Owner will reject any Submission that is not received no later than the date and time mentioned above for the presentation of Submissions. In addition, the Owner is not responsible for the delays inherent in the electronic transmission of Bids via SÉAO or in the internal transmission of any paper transmission that is not received directly at the Procurement Department. The failure of a Bidder to meet any of the eligibility conditions described in this notice of qualification renders him ineligible for the presentation of a Bid. To this end, the Bidder: and its employees must have the necessary qualifications, authorizations, permits, licenses, registrations, certificates, accreditations and certifications; must only present in section 4.4.2 and 4.4.3 project managers who are members in good standing of the Ordre des architectes du Québec; must have completed and signed the Qualification Notice Documents on his or her behalf only, as set out in Section 1.10; must hold the Attestation de Revenu Québec, as described in section 1.14; and its directors must not have performed one or more actions described in the Bidder's Probity Attestation Form (Appendix B). The Bidder must sign a declaration to this effect, as specified in Article 1.15; must have in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal office hours; must not be registered in the register of enterprises ineligible for public contracts (RENA) or, if it is registered there, that its period of ineligibility for public contracts has ended, as detailed in article 1.11; must be a legal person governed by private law, a general, limited or joint-venture partnership or a sole proprietorship; must meet any other eligibility requirements set out in the Qualification Notice Documents. Any Submission with one of the following non-conformities will be deemed non-compliant and will be automatically rejected: Failure to comply with the date and time limit set for the receipt of Submissions; Form 1 was not used to submit the Submission, as required in Section 1.9; the Form 1 has not been signed by an authorized person, as required in section 1.9; a Conditional or Restrictive Bid; the fact that the submission transmitted electronically was not transmitted through the SÉAO or the fact that it is unintelligible, infected or otherwise unreadable once its integrity has been established by the SÉAO; if the Bidder submits more than one Bid for this Notice of Qualification, all Bids submitted by the Bidder will automatically be rejected. For the purposes of this paragraph, the transmission of the same Submission electronically and in paper form is deemed to be the filing of several Submissions; failure to comply with any other condition of compliance indicated in the Qualification Notice Documents as resulting in the automatic rejection of a Submission. In addition, a Submission transmitted on paper containing one of the following non-conformities will be deemed non-compliant and will be automatically rejected: non-compliance with the place provided for the receipt of Bids; Form 1 was not returned in the Bid envelope; the Submission was not presented in an opaque and sealed envelope, as required in article 1.9. Any omission or error other than those referred to in the preceding paragraphs with respect to a Submission will not necessarily result in the rejection of the Submission. The Owner may allow the Bidder to correct it within a time period that it will determine. The correction made must be to the satisfaction of the Owner and cannot lead to an increase in the price submitted. In the case of a Bid transmitted electronically whose integrity has not been established, the Bidder must remedy this irregularity within two (2) working days following the notice of default sent by the Owner. Failure of the Bidder to perform within the time limit will result in the rejection of the Bid. A Submission transmitted electronically within the time limit set to remedy the lack of integrity of a Submission transmitted previously replaces the latter as soon as its integrity is noted by the Owner. This Submission is then deemed to have been transmitted before the deadline date and time set for the receipt of Submissions. The Owner reserves the right to refuse any Bidder who, during the two (2) years preceding the opening date of the Bids, has been the subject of an unsatisfactory performance evaluation by the Owner, has failed to respond to a tender or a contract or has been the subject of a contract termination due to its failure to comply with its conditions. Complete submission for qualification The Owner does not undertake to accept any of the Submissions received, nor to carry out the object of this notice of qualification, nor to carry out only a part thereof and may, in its sole discretion, carry out nothing in connection with this notice that qualification and this, without any compensation for the Bidders. Please note : In this document, any term referred to in the masculine also includes the feminine and vice versa. Similarly, any term mentioned in the singular includes the plural and vice versa. The opening of Tenders will be done publicly, in the presence of a witness, at the premises of the Owner, immediately after the deadline date and time for the presentation of Tenders.
